About the Position

As the IT Operations Manager, you will play a critical role in supporting a mission-driven agency by ensuring the systems that serve our staff, industry partners, and the public are secure, reliable, and accessible. We’re seeking a leader with a strong background in IT infrastructure, cybersecurity, and operations who is motivated by public service and impact.
Reporting to the Chief Information Officer (CIO), this position leads the IT Operations team and oversees essential functions including network infrastructure, server and desktop environments, IT security, disaster recovery, service desk operations, and IT asset management. As a member of the IT Leadership Team, you will collaborate with executive leadership to align technology with agency priorities and help translate strategic goals into effective, scalable solutions.
This is a highly visible “working manager” role that blends strategic leadership with hands-on technical engagement. You will guide policy, standards, and long-term planning while also addressing complex technical challenges and supporting day-to-day operations. Your work will directly enable secure online services used by hundreds of thousands of consumers and industry professionals, making this role vital to maintaining public trust and advancing the agency’s mission.

This is a Washington General Service position. The monthly salary range for this position is $9,396- $12,635.

The duties of the position include but are not limited to:
- Provide strategic leadership and direction for the agency’s IT infrastructure, including network, server, desktop, and cybersecurity environments, ensuring systems are secure, reliable, and aligned with business needs.
- Oversee IT Operations functions, including network administration, service desk support, desktop engineering, and IT asset management, ensuring high-quality service delivery and operational excellence.
- Lead and directly supervise a team of eight IT professionals and oversee contract staff supporting IT Operations projects; foster a high-performing team culture while carrying out full supervisory responsibilities, including recruitment and hiring, performance management and development planning, work assignment and scheduling, coaching and recognition, and handling employee relations matters in accordance with HR policies and collective bargaining agreements.
- Establish and maintain IT operational standards and methodologies, including change and configuration management, quality assurance, and deployment processes.
- Direct the agency’s IT security and disaster recovery programs, ensuring compliance with state requirements and the protection of confidential and sensitive data.
- Develop and recommend IT strategies, policies, and investment plans in collaboration with the CIO and executive leadership, aligning technology initiatives with agency goals and statewide requirements.
- Oversee IT project portfolio for Operations, including prioritization, resource allocation, and delivery; promote agile practices and continuous improvement across the team.
- Provide technical and strategic input into agency business planning, budgeting, and legislative analysis, including cost estimates, resource needs, and infrastructure impacts.
- Manage IT procurement activities, including evaluating technology solutions, overseeing acquisitions, and managing vendor contracts and service agreements.
- Lead disaster recovery and continuity of operations planning, including testing, training, and coordination of response efforts to ensure business resilience.
- Represent the agency in statewide IT initiatives, workgroups, and partnerships, and provide consultation on interagency and shared services projects.
- Serve as Acting Chief Information Officer when delegated, ensuring continuity of leadership and decision-making.
- Stay current on emerging technologies, cybersecurity trends, and state policies to continuously improve IT services andmaintaintechnical leadership within the agency.

Required Qualifications:
- Ten (10) years* of IT administrative experience** in information technology. This may be a combination of experience and/or an Academic Degree, based on the equivalent chart below.
**Administrative experience in information technologyincludes;overseeing enterprise systems or networks and servers, system or infrastructure support and maintenance responsibilities, troubleshooting and problem resolution experience for complex highly automated technical environments, analyzing business or network/server infrastructure requirements, designing systems and user interfaces, designing and building networks, or programming computer systems applications and databases

- Five (5) years experience directly leading and managing a complex team of IT professionals.
- Expert level IT management of a medium to large,high risk IT enterprise including infrastructure, servers (physical and virtualized), SAN’s, LAN’s, WAN’s, routers, switches, and networking.
- Advanced level IT project management experience directly managing medium to large high risk IT projects – including budgeting, estimating, planning, and allocating resources to support business projects and IT infrastructure needs.
- Experience directly managing IT acquisitions, purchase requests, and IT assets for an enterprise of 300 or more employees.
- Experience in leading & developing key IT Service Desk functions and teams.
