The BIIA rules on approximately 14,000 annual appeals related to orders, decisions, and awards of the Department of Labor and Industries. The Board is a full-time, quasi-judicial, three-member board appointed by the Governor and confirmed by the Senate. The agency has approximately 140 employees and a biennial budget of approximately $56 million. Headquartered in Olympia, the BIIA also has staffed offices in Lakewood, Renton, Richland, Spokane, Vancouver, and Yakima.

This position is a member of a five-person application development team. Duties include, but are not limited to:
Application development, design, coding, testing, and implementation. Knowledge of the agency's primary application, database structure, and agency business practices is required to answer questions about reports, troubleshoot user problems, create and maintain templates, and support processes and applications that interface with the agency's primary business application.
Backup Database Administrator (DBA) – Assist DBA supporting test and production environments for all databases, performing routine administrative tasks such as resetting user passwords, permission changes, and creating new users. Maintain MS SQL scripts.
SQL/SOQL Reports and Queries – Assists with programming, maintenance, quality assurance, troubleshooting, and support for agency reports, ad-hoc queries, and Public Disclosure Requests using SOQL, Salesforce Report Writer, Apex scripting, and MS SQL.
- Associate's degree or higher in Computer Science, Computer Engineering, or related field. Relevant work experience may substitute, year for year, for the required education.
- Three (3) years of experience programming in ASP.Net, C#.Net, VBScript, and JavaScript.
- Three (3) years of experience in MS SQL using Visual Studio and MS SQL Tools.
- One (1) year of experience in Salesforce as a developer or system administrator.
Desired Qualifications
- Bachelor's degree or higher in Computer Science, Computer Engineering, or related field.
- At least two (2) years of experience programming in Salesforce, and Salesforce system administration.
- At least two (2) years of experience programming in DocuSign CLM.
- At least two (2) years of experience programming in MuleSoft.
Job-Specific Competencies
Demonstrated ability to:
- Serve as backup database and backup system administrator for Salesforce and Microsoft SQL Server.
- Program and develop applications and templates using Salesforce, DocuSign CLM, MS Word, PowerBuilder, VB Script, VB.net, C#, ASP.net, JavaScript, and HTML.
- Review and rewrite previously written code in compliance with specifications and standards.
- Provide adequate, simple, and easy-to-follow documentation of all essential items.
- Develop and maintain queries and reports using Salesforce Report Writer, SOQL, and Apex Scripting.

Notes:
- This is a hybrid position. Working from the Olympia is required for at least three days per week during the onboarding/training period. Washington State residency is required upon hire.
- Extended hours and/or work on weekends/holidays may be required if the need arises.
- Travel is required on occasion to the eight BIIA facilities around the state, and to attend training and meetings.
- This position is included in the bargaining unit represented by the Washington Federation of State Employees.
