The Opportunity

WSDOT is seeking a Headquarters Hydraulics Design Final Reviewer to support the State Hydraulics Office in delivering safe, reliable, and cost-effective transportation solutions while advancing the agency’s values of safety, innovation, leadership, and sustainability. This position will lead the development, analysis, and implementation of stormwater and hydraulic policies, including guidance from the WSDOT Hydraulics Manual and WSDOT Highway Runoff Manual, and provide expert hydraulic design, review, analysis, and documentation to ensure compliance with federal, state, and agency environmental regulations. The Headquarters Hydraulics Design Final Reviewerwill collaborate with region hydraulics staff and project engineering offices statewide, supports infrastructure design aligned with natural processes to reduce long-term risk and environmental impacts, and delivers training on stormwater and drainage design topics. A strong candidate will possess advanced hydraulic engineering and stormwater management expertise, knowledge of environmental regulatory compliance, strong analytical and problem-solving skills, effective communication and training abilities, and the capacity to collaborate across multidisciplinary teams while providing technical leadership.


What to Expect

Among the varied range of responsibilities held within this role, the Headquarters Hydraulics Design Final Reviewerwill:

  • Conduct analysis of drainage basins using various techniques to calculate stormwater flows.
  • Use MGSFlood, StormShed3G, and other commercially available hydraulic and hydrologic software. 
  • Review and implement statewide stormwater and hydraulic policies.
  • Review, update, and implement the I-4 Stormwater Retrofit Management Plan.
  • Assist the Stormwater Manager in creating statewide stormwater and hydraulic policies in the Hydraulics Manual and Highway Runoff Manual. 
  • Provide design, construction, and maintenance support for stormwater and hydraulic issues statewide.
  • Conduct a detailed review of hydraulic reports and other stormwater and hydraulic designs.
  • Develop and conduct training for WSDOT staff and non-WSDOT staff on the Highway Runoff Manual, Hydraulics Manual, and hydraulics and hydrology software and tools used by WSDOT.
  • Provide instruction on the use of hydraulic analysis software when requested by region personnel. 
  • Develop new and maintain existing stormwater and hydraulic software and keep them up to date.


Qualifications

To be considered for this opportunity, the following competencies are required:

Technical Expertise

  • Functions as a statewide technical expert in stormwater and hydraulic design.
  • Interprets and applies stormwater, hydraulic, and hydrologic systems to complex infrastructure challenges.
  • Performs advanced stormwater and hydraulic analyses in accordance with FHWA and AASHTO standards as well as Washington Department of Ecology standards.
  • Leads development, updates, and maintenance of advanced stormwater and hydraulic modeling tools such as MGSFlood, StormShed3G, and associated WSDOT stormwater and hydraulic design spreadsheets; oversees data management for design support.
  • Develops, updates, and reviews technical standards and contributes to agency manuals and documentation.
  • Independently resolves complex engineering problems with sound technical judgment.
  • Leads field assessments in varied terrain including steep slopes and remote environments.

Leadership and Communication

  • Provides coaching and technical mentorship to engineers at all levels.
  • Develops and delivers statewide training programs in stormwater, hydraulics and hydrology.
  • Communicates technical content clearly across written, verbal, and visual platforms.
  • Leads collaboration with internal teams and external partners to support program goals.

The following qualifications are also required

  • A valid driver’s license and the ability to operate state-owned vehicles.  
  • Ability to travel to various sites for field investigations. 
  • Licensed Professional Civil Engineer in Washington State.
  • A WSDOT Hydraulics Scour Certification within 6 months of hire. 
  • A WSDOT Water Crossing and Stream Restoration Design and Documentation certification within 6 months of hire.
  • A WSDOT Highway Runoff Manual Training Workshop Certification within 6 months. 


It is preferred that qualified candidates also demonstrate:

Extensive Engineering Expertise

  • Demonstrated knowledge of civil engineering principles related to stormwater, hydraulics, and hydrology, typically gained through formal education and/or professional experience.

Stormwater and Hydraulic Modeling and Software Proficiency

  • Experienced in calibrating, performing calculations, and interpreting results from stormwater and hydraulic software, such as MGSFlood, StormShed3G, FHWA Hydraulic Toolbox, Bentley Surface Utility Design and Analysis (SUDA), and WSDOT stormwater and hydraulic tools to support engineering decisions across diverse project settings. 
  • Skilled in managing digital workflows for storing, retrieving, and producing stormwater, hydrologic, and hydraulic data for use in technical reports and design documentation.

Stormwater and Hydraulic Design Standards

  • Demonstrated knowledge of stormwater and hydraulic design including stormwater conveyance design and stormwater Best Management Practices (BMP) design. 
  • Ability to apply Highway Runoff Manual and Hydraulic Manual design guidelines and requirements when performing or reviewing stormwater and hydraulic designs. 
  • Skills to lead statewide forums to discuss and identify stormwater and hydraulic design issues for possible changes to the Highway Runoff Manual and Hydraulic Manual. 
  • Ability to provide direct support to region hydraulic offices and Project Engineering Offices to resolve stormwater and hydraulic issues.
