This position is mainly virtual but requires the flexibility of the incumbent to come into the office in Olympia infrequently or as business needs arise. The incumbent is required to be on site in the office the first and last day of employment to pick up and return state-issued equipment, regardless of telework status or location.


The salary listed above includes the scheduled 2% general salary increase that goes into effect on July 1, 2026.


The ideal candidate for the Human Resource Consultant 2 role is a detail-driven HR professional who thrives in a fast-paced environment with competing priorities and operates confidently with a high level of independence.


They bring a strong foundation in human resource laws, policies, and regulatory frameworks, enabling them to provide advice, interpretation, and counsel to managers and HR staff regarding human resource policies and procedures and ensure legally defensible, compliant personnel actions. With a commitment to equity, integrity, and confidentiality, they demonstrate sound judgment and the ability to build trust while safeguarding sensitive information.
 
This candidate excels in technical HR operations, particularly organizational management and position control within the Human Resource Management System (HRMS). They are adept at maintaining accurate organizational structures, job and position relationships, and workforce data that directly impact payroll, timekeeping, and reporting. The strongest applicants will have experience independently implementing and maintaining position control programs and resolving complex HRMS discrepancies to ensure “system accuracy and operational continuity.” Their analytical mindset and data management skills allow them to identify issues, recommend corrective actions, and uphold statewide standards for classification, compensation, and personnel processing.
 

Finally, the ideal candidate is a collaborative consultant who communicates clearly, supports managers and HR colleagues, and provides informal training and guidance on HR processes. They are adaptable, proactive, and comfortable navigating diverse responsibilities, from processing personnel actions, to interpreting CBAs and WAC requirements. They embody initiative and problem-solving, consistently delivering accurate, timely, and compliant HRMS transactions that support the agency’s mission and ensure employees are onboarded, offboarded, and paid correctly.


Provide consultation and technical guidance to managers and HR staff on personnel processes,

classification alignment, and compliance with HR rules and agreements.   This includes:


  • Provide expert advice, interpretation, and counsel to managers and HR staff regarding human resource policies and procedures in areas of classification, compensation, organizational management, position control, personnel processes, and collective bargaining



  • Research and interpret Collective Bargaining Agreements (CBAs), Washington Administrative Code (WAC), federal and state laws, and agency policies to provide legally defensible guidance on personnel actions and HR processes



  • Ensure compliance with CBAs, WAC, and agency policies related to employment lifecycle events such as hiring, promotion, and separation



Manage the development and maintenance of the agency’s organizational structure, jobs, and positions within HRMS. This includes:


  • As an expert HR Consultant, independently implement and maintain the agency’s position control program, ensuring accurate organizational structure and alignment with agency needs



  • Maintain accurate position records and ensure consistency between organizational structure, personnel actions, and classification requirements



  • Allocate compensation and manage account coding assignments in accordance with agency and statewide standards



Manage and ensure the accuracy, compliance, and timely processing of personnel actions and workforce data within HRMS. This includes:


  • Coordinate and prioritize HRMS processing activities to ensure compliance with semi-monthly payroll and personnel action deadlines



  • Execute and validate HRMS personnel actions, ensuring accuracy, data integrity, and confidentiality



  • Serve as the primary liaison with the Human Resources Division for reviewing, routing, and resolving electronic Personnel Action Requests (e-PARs)

  • 5 years of professional human resource experience



  • OR an Associate’s degree with focus on business, human resources, social or organizational behavioral sciences, or related field AND 3 years of professional human resource experience


  • OR A Bachelor's degree with focus on business, human resources, social or organizational behavioral sciences, or related field AND 1 year of professional human resource experience


  • OR a combination of relevant education/experience equal to 5 years
