The Opportunity:

The Human Resource (HR) Department is responsible for ensuring the Washington State Department of Agriculture (WSDA) is compliant with all state and federal labor laws and regulations, collective bargaining agreements, policies, and best practices. The staff within the HR department provides direction and consultation to managers, supervisors, and staff regarding all facets of human resource administration. This position reports to the Human Resources Data and Systems Supervisor.

In support of the agency mission this position works under the regular guidance of a higher-level human resource professional. This position serves as a back-up to the HR Processor and provides support to the agency's onboarding process. This position assists with work prioritization and regularly keys personnel and position actions. This position provides first-level professional human resource guidance, monitors program emails, and updates organizational charts. This position interprets and evaluates problems pertaining to the application of Collective Bargaining Agreements (CBA), the Washington Administrative Code (WAC), and agency policy and procedures.

WSDA is recruiting for a full-time permanent Human Resource Consultant 1 position within the Human Resource Division. This position is located in Olympia, Washington. This is a non-represented position.

The base pay offered will take into account internal equity and may vary depending on the preferred candidate's job-related knowledge, skills, and experience. The typical starting salary for this position is: Range 49 Step A $54,204 - Step L $71,136 annually. Some of what you'll do:

HRMS Personnel Administration
  • Review new hire, rehire, personnel and payroll advisements for completeness.
  • Verify advisements accurately reflect correct position and salary data.
  • Ensure all requests are aligned with corresponding Washington Administrative Codes (WACs) and collective bargaining agreements (CBAs) and include necessary justifications and documentation.
  • Coordinate keying actions with processing team.
  • Input actions and data updates into HRMS accurately to meet payroll period cut-offs.
  • Calculate anniversary date adjustments for prior state service.
Agency Onboarding Coordination
  • Coordinate with Talent Acquisition and Training team and internal stakeholders to ensure smooth onboarding experience.
  • Facilitate accurate Form I-9 verification of new hires.
  • Distribute employee welcome email and solicit/update demographic information.
  • Serve as HR liaison for planning and coordination of large onboarding events.
Administrative Support and Records Management
  • Request file transmittals for rehires and transferring employees.
  • Process verbal and written requests for employment verification.
  • Update agency organizational charts.
  • Assist with maintaining WSDA HR SharePoint site.
  • Monitor PSLF Recertification and Work Permit expirations.
  • Monitor and respond to shared HR inbox and Sfax.
  • Distribute incoming HR mail.
  • Create desk manuals and document standard operating procedures.
  • Run and distribute standard reports in HRMS.
Who should apply?
Professionals with:

At least one (1) year of office experience in a related setting performing a wide range of human resource administrative duties. Duties include entering data or using data from a Human Resource Information System (HRIS).

In addition to the above qualifications, the following desired knowledge, skills, and abilities would make your application more competitive:

  • Ability to use and extract reports from various HR databases.
  • Proficiency in Microsoft Office Suite.
