Health Services Project Manager – Quality Assurance

Department of Corrections

Tumwater, WA

Monthly Salary Range: $8,950 to $9,836

The Department of Corrections is seeking to fill a Health Service Project Manager-Quality Assurance position.

The Health Services Division is responsible for delivering constitutionally mandated healthcare services to incarcerated individuals across Washington state. These services include medical, dental, mental health, pharmacy, and specialty care provided through a statewide network of correctional facilities. The Division ensures that care delivery meets regulatory, accreditation, and policy standards while supporting the Department's mission to improve public safety by positively changing lives.

Within the Health Services Division, this position serves as the Deputy to the Sentinel Event (SE) Program Manager and is expected to assist in the management, operation, and development of deliverables for the Department's Clinical Mortality Review Committee, Unexpected Fatality Review Committee, Care Review Appeal Committee and Adverse Event Reporting.

This position is responsible for tracking and synthesis of time-sensitive records to meet strict timelines. They are the primary point of accountability for the post-report compliance phase. They are responsible for coordinating directly with "CAP owners" to ensure that Corrective Action Plans (CAPs) are completed within the required timeframe and maintain the necessary "evidence of compliance" files.

The role operates independently and collaborates with clinical, operational, and executive leadership to ensure compliance, sustainability, and continuous improvement throughout the department. Its scope of influence extends beyond individual facilities, shaping agency wide practices and contributing to the long-term effectiveness of the Department's healthcare delivery system.

Manage SE Program

  • Assume duties of SE Program Manager in their absence.
  • Ensure timeliness of program deliverables.
  • Act as program SME and resource for stakeholders.

Mortality Review Committee (MRC) 

  • Assist SE Program Manager with operation, management, and facilitation of the Department’s Mortality Review Committee which may include the following:
  • Requests and compile necessary records for case reviews.
  • Schedules, organizes presentations, and convenes a weekly mortality review committee meeting.
  • Complete and distribute MRC agenda and minutes.
  • Ensure that all MRC members have a signed confidentiality statement on record and that these are updated annually.
  • Reviews and tracks the status of previously assigned action items to ensure completion.
  • Maintains the Mortality Review Committee SharePoint site.

Unexpected Fatality Review Committee (UFR)

  • Assist SE Program Manager with operation, management, and facilitation of the Department’s Unexpected Fatality Review (UFR) Committee which may include the following:
  • Request and compile necessary records for case reviews.
  • Schedules, organizes files, and convenes a biweekly UFR committee meeting.
  • Complete and distribute UFR agenda, presentation, and minutes.
  • Ensure that all UFR committee members have a signed confidentiality statement on record and that these are updated annually.
  • Reviews and tracks the status of previously assigned action items to ensure completion.
  • Maintains the UFR SharePoint site.

Care Review Committees – Appeal (CRC)

  • Responsible for operation, management, and facilitation of the Department’s Care Review Appeal Committees.
  • Schedules and convenes a monthly appeal committee.
  • Request necessary records and synthesize a case summary for the reviewers.
  • Maintain the CRC SharePoint site and caseload tracker.
  • Produce and distribute notification of Committee decisions to the patient, HSM and primary care provider.
  • Produce and present Care Review Appeals Outcomes report to Health Services Administrative Services Board annually.

Adverse Event Reporting: 

  • Monitor CQIP IMRS tracker and IMRS reports for DOH Adverse Events.
  • Request necessary records.
  • Submit DOH initial report.
  • Complete and Submit RCA.
  • Maintains the SharePoint site.

Additional duties as assigned

  • Respond to records request.
  • Monitor SE program shared mailbox.
  • Prepare presentations and reports.
  • Provide support to other HS and/or DOC efforts as directed.
  • Participate in a Critical Incident Review team.
  • Facilitate root cause analysis.
  • Participate in workgroups.

Required Education, Experience, and Competencies:

  • High School Diploma or GED AND a total of (6) six years’ experience in the following:
  • Health care quality improvement, project management, change management and/or performance management or any combination thereof.
  • Skilled level of experience in medical terminology, medical documentation, and health care delivery.
  • Skilled level of experience in project management.
  • Skilled level of experience using MS Word to draft formal correspondence and reports.
  • Skilled level of experience in facilitating adverse event reviews including a systems-focused root cause analysis.
  • Ability to analyze information, define problems or objectives, formulate logical and objective conclusions, recognize alternatives, and make recommendations.
  • Excellent written and verbal communication skills including the ability to prepare and deliver clear and concise presentations, reports, and data visualization.
  • Ability to convey a positive and professional image.
  • Ability to develop and maintain business relationships with internal and external stakeholders.
  • Strong conflict resolution and relationship building skills.
  • Ability to use technology and computer systems to improve efficiency, accuracy and quality of work.
  • Ability to work in a fast-paced and changing environment.
  • Ability to coach and mentor others.

Preferred/Desired Education, Experience, and Competencies:

  • Bachelor’s degree in health care administration, public administration, business administration, social science or closely allied field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation (CHEA) or a foreign equivalent. AND
  • Two (2) years’ experience in health care delivery, corrections, or program management.   
  • Two (2) years’ experience working with medical and/or mental health treatment records.
  • Knowledge of and ability to apply systems-focused principles, practices and methods.
  • Knowledge of and ability to apply Lean principles, practices and methods.
