The Department of Natural Resources (DNR) has an exciting opportunity within our Olympic Region as a Fiscal Analyst 4. 

Are you motivated by complexity? Do you have a keen eye for details? The DNR is looking for a driven individual to join their team as a Fiscal Analyst 4 in Olympic Region. This position is the key budget analyst for the region’s management team, analyzing activities, and working with program managers to update spending plans, accounting distribution, researching, and reporting on trends. The position also supports the managers in budget variance analysis and status reporting as required. To be successful in this role, the incumbent must be able to interact and communicate well with a wide range of employees, contractors and vendors. The incumbent must also be able to focus in a very busy environment, as they are responsible for analyzing discrepancies.Responsibilities:
  • Develops and analyzes the region fiscal year and/or biennial dollar budgets for all program areas.
  • Serve as a region consultant on fiscal issues, ensuring compliance with purchasing authorities and mandatory state contracts; and implementing policies, rules, and administrative regulations. 
  • Develop reports and graphs from multiple agency sources to track and analyze financial trends. 
  • Analyzes accounting systems and trends, conducts informal audits, and advises about current financial status and any changes needed to meet state, federal, agency policy, bargaining agreement requirements, and/or to improve business practices. 
  • Train, develop, and supervise the region’s fiscal staff in accounting systems, methods, and reporting. 
  • Consults with fire program managers and staff to review accounting practices and compliance with fire guide pay provisions.
Required Qualifications: 
  • Three years of relevant professional experience in one or more of these disciplines: Budgeting, Payroll/Leave/Benefits, Accounts Payable, and/or Accounts Receivable.
    OR an equivalent combination of relevant education and experience.
  • Fifteen college credit hours in accounting, auditing, or budgeting.
  • Experience and/or training using Microsoft Word and Excel or equivalent, to generate reports and spreadsheets, including incorporating data from financial management-related software programs.
  • Lead or supervisory experience.
  • Experience in preparing financial reports and statements.
  • Ability to:

    • Understand, interpret, and apply provisions of current, new, and/or revised laws, rules, and regulations.
    • Responsibly and accurately handle money when processing financial transactions and/or committing fiscal resources.

Special Requirements and Conditions of Employment:
  • The primary work environment is in a private office setting at the Olympic Region office in Forks, WA, with the possibility for extended periods of sitting or standing.
  • Travel for this position is minimal. Occasional travel for training or meetings outside the region may be needed. Travel may be needed for voluntary participation in fire activity outside of the region.
Desired Qualifications:
  • Four or more years of budgeting, forecasting, and reporting/management experience.
  • Experience:
    • Researching, interpreting, and/or explaining policy and procedures or legal requirements.
    • Applying collective bargaining agreement rules.
    • Analyzing data and information using a clear and rational thought process to assess and understand issues, evaluate options, form accurate conclusions, and make recommendations.
    • Presenting ideas to diverse individuals and groups using oral and written communication skills.
    • Processing payroll, leave, and/or benefits.
    • In inventory management, recording, and reconciliation.
  • Knowledge of:
    • Federal and State regulations (i.e., procurement, accounts payable, and/or payroll).
    • Office of Financial Management (OFM State Administrative and Accounting Manual (SAAM) or equivalent.
    • Human Resource Management System (HRMS).
    • Experience performing a variety of complex accounting and financial tasks.
