The Monroe Correctional Complex (MCC) is a 1700 bed male all-custody level facility located 30 miles northeast of Seattle. The complex consists of five major units: the Washington State Reformatory Unit (WSRU), Sky River Treatment Center (SRTC), a large mental health inpatient treatment unit, Twin Rivers Unit (TRU), Intensive Management Unit (IMU), and the Minimum-Security Unit (MSU). MCC provides care for the sickest and most complicated patients in our system.
Services provided at MCC include custody and security, classification, education, offender work programs, health care (both patient and outpatient), mental health care, sex offender treatment, food service, maintenance, personnel, recreation, volunteer services, religious services, library services, offender records, visiting and extended family visiting.

This position is responsible for supervising Incarcerated Individuals, staff and daily operations of a specialized unit which houses seriously mentally ill Incarcerated Individuals, in accordance with Washington Administrative Code (WAC's), DOC policies and facility Operational Memoranda. The management of a living unit includes: (1) providing direct supervision and leadership to Classification Counselors, support staff, and Correctional Sergeants who supervise Correctional Officers; (2) the continuous inspection and review of correctional and security procedures to ensure proper application of directives; (3) analyzing operations and recommending solutions to problems and improvements for efficiency and economy; ensuring all sanitation and security requirements are met; and (4) assisting with the development and implementation of new or updated DOC policies, Operational Memoranda, and facility rules and procedures relating to facility functions and assigned tasks.
The goal is to evaluate and treat the seriously mentally ill incarcerated individuals that are unable to be cared for in a general population setting. Whenever possible, the goal is to stabilize the incarcerated individuals and allow them to transition to a medium/minimum setting in SOU or transition to some other general population. The CMHUS is responsible for balancing the mental health needs and treatment issues in collaboration with Mental Health staff regarding issues of safety and security. The CMHUS has oversight of all unit operations and programming to include safety and security practices.
Description of Duties:
- Supervise, monitor and direct the operations of an offender living unit to include security practices, offender program assignments, sanitation of units, and compliance with DOC custody policies and operational memoranda.
- Plan, direct, and supervise the work of living unit staff, which includes support staff, Counselors, Correctional Officers and Correctional Sergeants.
- Plan, direct and monitor unit programs.
- Oversee, conduct, and/or participate in hearings, investigations, and meetings.
- Working knowledge of offender management and supervision, including behavior management, classification process, sanitation, security and safety.
Required Qualifications:
- Possess a valid driver's license.
- Two (2) years of experience as a supervisor.* (This experience may be gained concurrently with the required experience below)
- HS Diploma/GED Equivalent 7 years’ professional experience in juvenile or adult corrections experience in treatment, custody or community corrections or professional counseling or casework experience.
- AA degree 5 years’ professional experience in juvenile or adult corrections experience in treatment, custody or community corrections or professional counseling or casework experience.
OR
- BA degree 3 years’ professional experience in juvenile or adult corrections experience in treatment, custody or community corrections or professional counseling or casework experience.
Preferred/Desired:
- A working knowledge of DOC Policies, RCW's, WAC's, and Operational Memoranda.
- A working knowledge of incarcerated individual management and supervision, including behavior management, classification process, sanitation, and security and safety.
- Understanding of incarcerated individual programs including preparation of incarcerated individuals for transition back into society.
- A demonstrated ability to provide positive leadership in times of stress, conflict, and unforeseen events; remain calm and rational while handling difficult situations to include, but not limited to, volatile, threatening, or other crisis/emergency situations; expertly intervene in response to threats.
Prior supervisory experience is critical to deliver a full range of services effectively. The Correctional Mental Health Unit Supervisor position supervises, monitors, and directs the operations of an offender living unit to include staff supervision, security practices, incarcerated program assignments, sanitation of units, and compliance with DOC custody policies and operational memoranda. Duties require the exercise of full command authority in directing all shift operations of the living unit. Supervision is exercised over subordinate correctional, classification and support services.
