The Washington State Office of Superintendent of Public Instruction (OSPI) seeks to fill Data Consultant 4. This full-time permanent position is based in Olympia, Washington. This position may be eligible for partial to near full-time telework. Telework is a combination of in-building and off-site days. Position Overview
This position is in the Educator Data, Research and Development Department within the Division of Educator Growth and Development at OSPI. The mission of Educator Data, Research and Development Department is to increase the academic achievement of all students by helping schools and districts enhance effectiveness educator career continuum and educator quality and capacity as well as provide the essential, accurate, and timely analysis, reporting, and research of educator data to help schools, districts, and policy makers conduct data informed decision making. The Educator Data, Research and Development Department focuses on providing data to inform policy, to support program improvement activities, and to inform decision-making by the OSPI executive team.
Under the direction of the Director of Educator Data, Research and Development Department, this position is responsible for providing the essential, accurate, and timely analysis and reporting of educator data to help schools, districts, policy makers conduct data informed decision making and enhance effectiveness educator career continuum and educator quality and capacity. This position is required to work with internal and external stakeholders to understand data needs; and provide basic level feedback and technical assistance; and support processes and systems to ensure the privacy, confidentiality, integrity, and accuracy of educator data. This position is responsible for the required timely and accurate data collection, analysis, submission of state and federal compliance reporting under the Washington state statues and policies including professional certification assurance and process, and the Elementary and Secondary Education Act (ESEA) as amended by the Every Student Succeeds Act (ESSA).
Key Responsibilities
- Build new Structured Query Language (SQL) codes, including views and functions to compute counts and percent using source tables; rebuild and modify existing SQL codes and maintain, analyze, and report on all aspects of electronic educator records, including but not limited to teaching assignments, educator demographics, transcripts and educator performance, certifications, and endorsement.
- Build and modify database, database objects, and business rules to increase data accuracy and optimize data process system and computation; Research and advocate for improved data practices, especially as they pertain to educator workforce (strategic goal 3) and other OSPI strategic goals; Create innovative solutions to improve data processes.
- Integrate data from various sources (educator, student, financial, etc.) to develop meaningful and accurate reports and reporting tools for diverse audiences.
- Verify accuracy and integrity of data, including educator data files and reports.
- Design, develop, and ensure proper implementation of processes and procedures for maintaining educator data and records; Ensure confidentiality and privacy of educator and student information.
- Perform complex data management functions and statistical analyses for internal and external reports and reporting tools.
- Build and modify Tableau workbooks and create new ones to display educator measures coherently and understandably using a global filter, tooltips, precedence, and other functions.
- Communicate clearly and consult with other data analysts and program offices to deepen understanding of the scope of the Tableau workbooks, audience, and linkage between data display/analysis and program offices’ vision/priority/goal, tasks, and state and federal mandates.
- Collaborate with team members, departments, and stakeholders to develop real-time standard data reports and interactive dashboards.
- A basic level of knowledge and skills of the agency's Tableau server system and process to test and publish the Tableau workbook to the district secure portal, test site, and public site; Knowledge and skill of changing and modifying languages for publicly any available Tableau Workbooks on the Data Display site.
- Develop strategies and implement solutions to improve data quality, reporting, dissemination, and analysis; Identify opportunities for process improvement and strategize, propose, and implement technological solutions as appropriate.
- Accurately estimate and track timelines and develop procedures to accomplish data requests, analysis, reports, and projects; Manage multiple projects by accurately tracking progress and status and identifying uncertainty and barriers; Generate solutions for identified obstacles and challenges to accomplish projects and tasks within timeline; Able to consult to change the timeline to produce accurate and practical output or products.
- Assist in organizing the Educator Data, Research and Development data governance process and monitor data requests and the agency's data collection and system updates to provide responsive services; build and share tables and functions that contribute to systematic data structure and improve data quality and consistency in all data domains, including educator, student, and finance.
- Prepare and facilitate data discussion to raise the level of data display and report for our data end user.
- Develop research and data analysis to present in data conferences, including the National Center for Education Statistics (NCES) Stats-DC Data Conference, Washington Education Research Association, and American Education Research Association.
- Build and maintain centralized table(s) for educator growth and development research using the educator career continuum under the direction of the Director of Educator Data, Research, and Development; collaborate with other data analysts in the department to build systematic table structure, including response variables and predictor variables; and build views, functions, and stored procedures to optimize table building and maintenance.
Required Qualifications:
- Bachelor's degree in education, statistics, computer information science, business, accounting, economics, social services, or related fields.
- Have three years of experience in data management, data analysis, research/evaluation, data governance, or experience in a related field.
OR
- A combination of seven (7) years of relevant full-time professional work experience and/or formal education.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
- Skilled in writing SQL queries or other program languages for data verification and quality assurance purposes and creating analysis-ready data tables.
- Experienced or proficient with computer database software, analytical tools, and other programming languages, including SQL, R or Python, HTML, C#, ArcGIS, and/or other IT-related languages or applications.
- Skilled in performing descriptive statistical calculations and data manipulations.
- Able to identify key facts in a range of data; Notices when data is inaccurate, incomplete, or needs verification; Distinguishes information not pertinent to a decision or solution.
- Breaks down complex information into parts. Sorts and groups data and applies relationships. Sees underlying principles, patterns, or themes in various related information.
- Detailed-oriented, strong organizational skills, and ability to multi-task in a fast-paced environment.

Compensation
The annual compensation for the position is $69,744 - $93,804 per year and depends upon experience, educational background and qualifications. Geographic differentials may be applied based on work location of successful candidate.
