The job opportunity
The Deputy Readiness Director for the One Washington (OneWA) program is a critical leadership role supporting the statewide implementation of the Workday Enterprise Resource Planning (ERP) system. Serving as the right hand to the Readiness Director, this role leads the Agency Readiness Team, operationalizes the program’s readiness strategy, and ensures agencies are prepared across six key dimensions: business, technical, data, operational, change, and resources. You will drive day-to-day operations, implement an archetype-based agency engagement model, coordinate cross-functional teams, and align technical and business needs to deliver transformational outcomes on time, within scope, and on budget. This position is central to guiding organizational and system change, enabling agencies to successfully adopt modernized finance, procurement, budget, and human capital management processes across Washington State.
- This position is eligible to frequently telework the majority of the time and is typically not required to report on-site. If required on-site, your supervisor will make every effort to notify you at least 1 week in advance, except in emergency or urgent situations. The default assigned work location for all One Washington project positions – both on-site and telework-eligible positions – is within the State of Washington, specifically at one of our two duty stations based in Olympia.
Duties
One Washington (OneWA), led by the Office of Financial Management, is an enterprise-wide transformation project focused on replacing 1960s-era technology with a cloud-based solution for finance, procurement, budget, HR, and payroll processes, utilizing Workday technology. OneWA is a long-term, yet extremely fast-paced project anticipated to fully implement all phases by 2030. The OneWA project demonstrates our commitment to valuing our employees by supporting work-life balance through telework, flexible schedules, and our accrued leave structures. However, it is very common for this project to experience peak work periods that necessitate working beyond the typical 40-hour workweek to meet the rigorous operational needs and business deliverables required for the go-live timelines.
What you'll work on
Provide strategic oversight and direction across the six dimensions of readiness—each critical to Workday implementation success:
- Guide agencies in redesigning core financial business processes to align with Workday capabilities. Provide technical assistance and advice, ensure the understanding and drafting of agency-level policy and process changes, and support the development of strategies to address gaps between current and future states.
- Oversee legacy system remediation (LSR) efforts, including system inventories, requirements, design, remediation, testing, and cut-over plans. Partner with Centers of Excellence (e.g., Testing COE) to ensure agencies develop and execute comprehensive testing for system integrations and data transitions. Support contingency planning for agencies with delayed LSR timelines.
- Ensure agencies develop robust data conversion strategies, including mapping of non-master data and preparation of test scenarios. Collaborate with agencies to identify and address data quality gaps and validate successful data loading into Workday tenant environments.
- Guide cohort teams in leveraging the Agency Workday Environment (AWE) to facilitate the simulation and testing of future-state workflows. Support business process validation workshops, help define access controls, ensure support mechanisms are in place, and promote the establishment of performance metrics to ensure a smooth go-live experience.
- Provide oversight to cohort teams assisting agencies in developing and executing organizational change management (OCM) plans. Focus on identifying impacts of change, building communication and training strategies, and preparing staff for new ways of working. Resource Readiness Support agencies in adjusting roles, responsibilities, and capacity to align with both implementation and post-go-live operational models. Assist in developing training plans that ensure impacted staff are equipped, coached, and supported for sustained success.
Day-to-Day Leadership of Cross-Functional Cohorts
- Serve as an execution-focused leader preparing the Agency Readiness Team (ART), people, processes, and culture for significant ERP system changes, focusing on the “people side” of change to ensure smooth adoption and sustained success.
- Support a healthy team culture by fostering shared mission and values, open communication, and positive reinforcement through constructive feedback and recognition. Empower employees, promote work-life balance, ensure a safe and inclusive environment, and lead by example to build trust and engagement.
- Lead, coach, train, and oversee cohort leaders and related staff (state FTEs and contractors), monitor performances, overcome barriers, resolve conflicts, and provide ongoing feedback to ensure team success.
Engagement & Communication
- Cultivate and maintain strong, collaborative relationships with the System Integrator (SI – Deloitte) and Strategic PMO (McKinsey) and internal teams to align on One Washington’s vision and execution strategy.
- Ensure that organizational readiness and change management workstreams are integrated and prioritized across all phases of the ERP implementation.
- Facilitates the Organizational Change Management (OCM) Advisory Committee, whose members are interested parties of the program.
- Serve as a core member of the OneWA leadership team, actively contributing to leadership decisions and promoting a OneTeam culture grounded in transparency, trust, and shared accountability.

Required Qualifications
- Demonstrated expertise in executing comprehensive change readiness strategies for large-scale ERP implementations. Proven ability to manage both the technical side (e.g., Design, LSR, Testing, Data Conversion) and the human side (e.g., communication, engagement, training, and change adoption). Skilled in assessing organizational preparedness and guiding transitions that minimize resistance and maximize user adoption.
- Practical experience applying change models such as ADKAR and Kotter’s 8-Step Process to complex, multi-phase implementations. Ability to flex methodology across Agile, hybrid, and Waterfall project environments while maintaining alignment with organizational goals.
- Strong understanding of OneWA mission and values, operations, market realities, and business transformation to effectively guide the change effort.
- Skilled in managing competing priorities, timelines, and resources to meet milestones and key performance indicators (KPIs). Applies structured project and change management practices to ensure timely and successful implementation.
- Proven ability to motivate and empower teams by setting clear goals, fostering shared values and behaviors, and leading by example to cultivate a positive, accountable culture aligned with the OneWA mission and values.
- Strong communication skills, providing vision for change, transparently conveying benefits and challenges with empathy and clarity, and fostering an environment where team members feel safe to voice ideas and concerns. Consistently sets and manages expectations with honesty and openness.
- Develop and implement a strategic plan to achieve the change vision, create an implementation roadmap, and define the scope of the change.
- Experience working effectively with cross-functional teams and interested parties to coordinate efforts and build support for the change initiative.
- Experience in identifying and addressing obstacles, promoting innovative, creative solutions that encourage calculated risk-taking to overcome resistance and drive change forward.
- Experience using data-driven insights to assess an organization's readiness for change, measure the impact, and make informed decisions.
- Experience proactively anticipating risk and developing mitigation strategies before the risks become realized.
Desired Qualifications
- A bachelor’s degree in IT, Computer Science, or a related field is typically required, with a Master's or MBA often preferred.
- Minimum eight (8) years of organizational change readiness experience, with a minimum of five (5) years in leadership roles focused on ERP systems. Experience in managing full-cycle ERP implementations and upgrades is highly desirable.
- Work experience with major ERP platforms like Workday, SAP, Oracle, or NetSuite is ideal.
- Change Management Certification(s) (i.e., LEAN Six Sigma Black Belt, PROSCI or other industry-specific certifications, etc.)
- Project Management Certification(s) (i.e., PMP (Project Management Professional), CAPM (Certified Associate in Project Management), Certified ScrumMaster (CSM), and CompTIA Project are examples of valued certifications demonstrating proficiency in traditional and Agile project management methodologies.
