The Opportunity
WSDOT is seeking a Transportation Planning Specialist 3 to serve as an Asbestos Program Specialist. In this role you will support the agency’s commitment to safety and environmental stewardship through implementation of the Maintenance Operations Asbestos Program in the assigned region. The Asbestos Program Specialist will lead and support complex projects and ongoing program activities involving the management and control of asbestos-containing materials in WSDOT buildings, bridges, and other structures, working independently and collaboratively with interdisciplinary teams to plan, implement, and evaluate program activities. The ideal candidate brings strong technical knowledge, communication, and collaboration skills, along with sound judgment and a commitment to safety and environmental compliance.
What to Expect
Approximately half of the work is performed in an office setting at a computer. The remaining work is performed at various worksites, including buildings, bridges, and other structures, where asbestos surveys are conducted. Worksite conditions may involve exposure to hazards such as sharp building materials; slips, trips, and falls; heights and ladders; electrical hazards; flying debris; dust and asbestos; insects; limited lighting; extreme weather; confined spaces; and hot equipment.
Among the varied range of responsibilities held within this role, the Asbestos Program Specialist will:
- Independently plan and conduct asbestos surveys/studies of WSDOT buildings, bridges, and other structures in compliance with policies and regulations.
- Travel to various worksites to conduct surveys/studies.
- Coordinate with project and facility management to establish scope, schedule, and necessary resources.
- Evaluate existing plans, reports, and data to determine if additional studies are required.
- Input, maintain, and support the utilization of information in the asbestos-containing building material databases so that other specialists and managers can make well informed decisions.
- Perform periodic reinspection of facilities to validate accuracy of database information and identify data gaps indicating the need for further studies.
- Perform periodic surveillance of known asbestos-containing material (ACM) to evaluate and monitor its condition.
- Assist and train database users in database evaluative techniques.
- Evaluate complex issues and make recommendations affecting program and project delivery methodology.
Qualifications
To be considered for this opportunity, the following competencies are required:
- Asbestos Inspection & Regulations: Working knowledge of asbestos policies, regulations, and requirements, including AHERA building inspection requirements.
- Technical Documentation: Ability to prepare technical reports and drawings using Microsoft Word, Excel, and AutoCAD or similar software.
- Independent Work & Judgment: Ability to independently plan and conduct work, apply professional judgment, and complete projects.
- Communication: Ability to effectively communicate technical information verbally and in writing to a variety of audiences.
- Growth Mindset: Actively demonstrates a commitment to learning and growth.
- Service-Oriented: Takes action to meet the needs of others.
The following qualifications are also required:
- Asbestos Hazard Emergency Response Act (AHERA) Building Inspector Initial 24 Hour Certification.
- Class III Operations & Maintenance Asbestos Work Initial 16-Hour Training, or the ability to obtain within six (6) months of hire.
- Ability to independently travel extensively statewide, including overnight stays, as needed to perform assigned work.
- A valid driver’s license and the ability to operate state-owned vehicles.
- Ability to safely work at heights from ladders, bucket trucks, roofs, and bridges and in confined spaces such as attics and crawlspaces.
- Ability to traverse rough terrain and work in varying weather conditions.
- Ability to wear a respirator as required.
It is preferred that qualified candidates also demonstrate/have:
- Asbestos Surveys: Demonstrated competency in planning and conducting asbestos surveys.
- Maintenance Operations: Thorough knowledge of WSDOT Maintenance Operations.
- Environmental Compliance: Experience implementing environmental compliance programs.
- Construction & Maintenance: Experience with the construction and maintenance of buildings and bridges.
- Asbestos Certification: Asbestos Supervisor Initial 40-Hour Certification and/or HAZWOPER Initial 40-Hour Certification.
