Taxpayer Account Administration (TAA) is a division of Revenue that administers many programs including forest excise tax, fish tax, cigarette and other tobacco products taxes, local sales tax, tax incentives, and reseller permits. Additionally, the division is responsible for the distribution of state and local taxes, ensuring compliance with the Revised Uniform Unclaimed Property Act, and returning unclaimed property (UCP) to the rightful owners. Duties

The Unclaimed Property program currently holds over $2.1 billion in unclaimed property. The team is dedicated to reuniting property and assets with its rightful owners or their heirs. Unclaimed property means monetary assets or tangible property held by an organization that has lost contact with the owner for an extended period. At that point, the property is considered lost, forgotten, or abandoned, and turned over to the Unclaimed Property program.

As a part of this team, you will conduct first level examinations and accounting functions including proper identification, reporting, collection, and distribution of unclaimed property. The reconciliation of unclaimed property reports, processing penalty waivers, reviewing refund and extension requests, applying payments, and setting up accounts are also duties associated with this position. Here are some other functions you can expect:


  • Balancing electronic reports/files using the unclaimed property computer systems.
  • Providing direct customer service for the Unclaimed Property Section; primarily responsible for answering calls in the Holder Queue.
  • Process holder requests including penalty waiver and refund requests.
  • Opening and setting up new holder accounts while maintaining existing accounts.
  • Assisting with the Safe Deposit Box inventory process.

If hired at the Excise Tax Examiner 2, in-training level, your pay will be within the salary range 40 ($3,477.00 - $4,632.00).
If hired at the Excise Tax Examiner 2 level, your pay will be within the salary range 49 ($4,299.00 - $5,783.00).

If you are not familiar with how our in-training works, here is a simple breakdown. After being selected, a detailed in-training plan will help you navigate through the program successfully. For the next 6 months, you will perfect your skills in communication and examining, reconciling, and processing financial data. You will also provide advice, instruction, and training to a diverse customer base.

Excise Tax Examiner 2s - In-training are paid at the range of the Excise Tax Examiner 1 during training. Once they finish their training, they must meet training requirements of quality and quantity. Once they complete their training plan, they promote to an Excise Tax Examiner 2 (ETE2). Once an ETE2, the employee will serve a six-month trial service.

Qualifications

An individual applying for this position may demonstrate some or all of the following competencies, and we encourage applicants with varied backgrounds apply:

Proven ability to apply state and federal laws, rules, and policies relevant to Unclaimed Property
Including demonstrated experience accurately applying RCW 63.30, estate law concepts, legal definitions (e.g., POA, UGMA, ITF, POD), and business entity structures (corporations, LLCs, partnerships) to resolve claims, reconcile accounts, or determine compliance.

Demonstrated skill in examining, reconciling, and processing financial data
Including experience performing mathematical calculations for distributions, reviewing stock and dividend activity, validating assessments, reconciling holder reports, handling multiple account types, and researching discrepancies using electronic systems.

Progressive experience using specialized systems and databases to conduct research and process work
Demonstrated ability to navigate and accurately use KAPS, ATLAS, OnBase, online court records, brokerage platforms, or other financial/claims processing systems to evaluate claims or reports.

Proven customer service experience involving sensitive or complex financial or legal issues
Demonstrated skill communicating technical information, educating claimants or holders, de-escalating situations, and providing clear written and verbal guidance to resolve issues.

Demonstrated ability to produce accurate, high
-volume work in a fast-paced environment
Including experience managing large workloads, adhering to deadlines, organizing tasks independently, handling interruptions, and meeting performance expectations with consistent accuracy.

Proven written and verbal communication skills for technical, legal, or financial subject matter
Demonstrated ability to write clear instructions, document case decisions, respond to inquiries, prepare correspondence, and interview customers or stakeholders to gather required information.

Demonstrated ability to follow established procedures while exercising independent judgment
Including experience interpreting policy, determining appropriate actions when guidance is incomplete, and making case-by-case decisions within established rules and legal frameworks.

Demonstrated ability to work collaboratively and professionally under general supervision
Including experience participating in routine operational workflows, interacting with the public, holders, auditors, internal staff, and other agencies to accomplish work outcomes.

Proven ability to manage tasks requiring careful handling, inventory, or chain of custody procedures
Including experience working with valuables, tangible property, safe deposit box contents, or dual-control environments that require accuracy, documentation, and adherence to security protocols.

Preference may be granted to candidates who possess
relevant education and/or professional experience in accounting, finance, compliance, or tax administration Including one or more of the following:
  • One year of experience as an Excise Tax Examiner 1 or equivalent experience performing similar duties
  • A Bachelor’s degree with major study in business administration, public administration, accounting, finance, or a closely related field, and one year of professional experience in accounting, auditing, bookkeeping, banking, compliance, or tax administration
  • Four years of progressive professional experience in accounting, auditing, bookkeeping, banking, compliance, or tax administration
  • Completion of at least 6 semester (9 quarter) hours of coursework in accounting, business law, money and banking, finance, or closely related subjects
