This is a telework eligible position available, initially two in-office days a week are anticipated upon hire. Attending events, meetings, trainings, or working in the office is scheduled in advance at our office in Tumwater, WA.

Duties

This position serves in our Customer Experience and Communications division as both a content creator/storyteller and strategist through Revenue’s digital platforms. This role is responsible for planning, organizing, and controlling the agency’s creative materials content strategy, digital campaigns, and branding to support executive, legislative, and agency goals. The Content Strategist will also provide ongoing content support and development of Revenue’s intranet, public-facing websites and other digital media platforms.

Responsibilities for this position include:

  • Development of agencywide creative projects, editorial calendar and related strategy.
  • Development of public relations strategies and public awareness campaigns for agency divisions, programs, and work units.
  • Providing support and advice to the Executive Leadership Team on issues and policies while maintaining productive working relationships with assistant directors, supervisors, managers, and front-line staff.

In this role, you will work directly with news media organizations and serve as a spokesperson on relevant topics and support internal communication efforts to promote our mission, vision, agency culture, as well as agency initiatives to educate and engage our employees.

This position is a new role for Revenue and will supervise three staff.

Qualifications

We're looking for candidates with demonstrated competencies developing creative materials, content strategy, digital campaigns, branding, and marketing efforts.

Any combination of education and experience that meets the knowledge, skills, abilities and behaviors (KSAB’s) listed below. Typical ways KSAB’s are obtained but are not limited to, are relevant degrees, training, coursework and work experience relevant to the assignment.

Strategic Thinking

  • Development of comprehensive editorial calendar that strategically aligns all communication efforts across divisions, ensuring timely and coordinated messaging in support of the agency’s goals.
  • Evaluation of the audience and message of an initiative to strategically choose a mix of communication channels including social media, email, and video to maximize reach and impact.

Writing and Editing

  • Writes detailed educational articles, tailoring content to the knowledge level and interests of external and internal audiences.
  • Interviews subject matter experts and crafts compelling articles that highlights internal innovations, ensuring they meet editorial standards and are relevant to the appropriate audience.

Project Management

  • Coordinates with stakeholders to define timelines, delegate tasks, and monitor progress for a new program rollout, ensuring all messaging is expertly coordinated on schedule and within scope.
  • Plans engagement campaigns, manages deadlines for content creation, and coordinates with various divisions on events and communications.

Advisory & Consultation Skills

  • Provides leadership with strategic insights about content gaps and offers actionable recommendations to improve alignment with agency objectives.
  • Identifies low employee engagement metrics and advises leadership on communication improvements to increase staff awareness and participation.

Decision Making

  • Decides how to best allocate writing and creative assignments to team members, ensuring workload balance and alignment with strategic priorities.

Public Relations and Media Knowledge

  • Leverages understanding of mass media capabilities and audience needs to select the most impactful mix of channels (e.g., press releases, social media, newsletters) for a public awareness campaign.
  • Applies knowledge of state government structure and agency functions to ensure messaging is aligned with internal initiatives and accurately reflects the agency’s mission when shared with external audiences.
  • Uses proven public information techniques to develop engaging crisis communication materials that educate staff on emergency response procedures and measure effectiveness through post-campaign feedback and metrics.

Creative Media Skills

  • Incorporates graphic design and video content into the editorial calendar, ensuring visual elements align with messaging goals and enhance audience engagement.
  • Uses experience with social media platforms to recommend visually engaging formats such as reels or infographics to improve campaign performance and reach target audiences.
  • Creates short internal videos recognizing employee achievements, using principles of effective visual storytelling to boost morale and engagement across the agency.

Crisis Communication Management

  • Using an emergency notification system to issue real-time alerts during a power outage, ensuring clear, accurate instructions reach all staff members quickly.
  • Leading the messaging effort during a statewide emergency, drafting and distributing timely updates that guide employees and stakeholders on safety measures and agency operations.


Preferred Qualifications:

Skills: user-centered design principles; Plain Language writing techniques; editorial management; methods for determining need for public information/education and evaluating the effectiveness of public relations programs.

The incumbent will be motivated, ethical, and have the experience, skills, and abilities to:

  • Work cooperatively and effectively within a team environment
  • Effectively communicate with individuals at all levels of the organization
  • Provide leadership and commitment to support continuous improvement of operations

Bachelor's degree in English, communications, journalism, humanities, public relations, or related field and four years of writing/editing/public relations experience; or equivalent education/experience.

Bilingual or multilingual preferred but not required.
