Salary: $53,964.00 - $70,552.00 Yearly. The salary does not include an additional 5% premium pay for employees working in an on-site 24/7 facility.

The Department of Children, Youth, and Families (DCYF) is looking for a Juvenile Rehabilitation Counselor 3 to join our team to oversee the treatment, case management, transition, reentry plans, treatment and skills generalization occur in relation to real-world community settings (i.e. school, work, home visits, etc.).

The Opportunity:
We need your leadership skills at Parke Creek Community Facility, a Juvenile Rehabilitation (JR) Minimum Security Community Facility (CF). In this supervisory position, you will support treatment and reentry planning and community-based programs by supporting and monitoring youth compliance with supervision plans and interact, when necessary, with families, schools, employers, treatment providers, etc. to support successful transition/reentry at the community facility and in community settings. In addition, monitor the program for compliance with policies, procedures and standards and fidelity to the JR residential treatment model.

Some of what you'll do:


  • Provide leadership and on the job training in delivery of cognitive/behavioral and evidence-based treatment interventions with youth including Dialectical Behavior Therapy (DBT).
  • Monitor and ensure adherence and fidelity to clinical and environmental standards as well as case reporting required by JR’s treatment model.
  • Prioritize appropriate courses of action using a treatment approach and considering transition.
  • Supervise and direct staff within a collective bargaining environment.
  • Conduct timely employee evaluations.
  • Assess need and ensure employees receive training to accomplish duties of position and for ongoing development.
  • Address employee performance issues and initiate disciplinary procedures for just cause.
  • Facilitate informal conflict resolution related to employee grievances.
  • Ensure program compliance with all health, safety, and custody standards or requirements.

Required Qualifications:
Equivalent combination of education and experience, totaling six years.
OR
One year as a Juvenile Rehabilitation Residential Counselor (JRRC), Juvenile Rehabilitation Community Counselor (JRCC), or Juvenile Rehabilitation Counselor 2 (JRC2).
OR
A Bachelor's degree, AND two years working with at-risk or justice system involved youth as a case manager, counselor, probation or parole officer, or in a social service capacity planning, directing, supervising or facilitating interventions with at-risk or juvenile system youth or a related field.

Note: A Master's degree in Psychology, Sociology, Social Work, Social Sciences, or in a related field will substitute for one year of experience.

Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at naces.org.

Foreign Equivalency certification must be attached to the application for degrees obtained outside the U.S. Incomplete applications may be screened out of the recruitment process.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:
Previous demonstrated experience or understanding of:
  • Providing direct care to youth in a community environment.
  • Monitoring and managing youth in a non-secure residential setting in the community.
  • Developing and maintaining stakeholder relationships in the community that support successful transition/reentry of youth.
  • Understanding of adolescent development and juvenile rehabilitation practices and principles; experience providing cognitive/behavioral therapeutic interventions.
  • Competency in relating to clients from diverse backgrounds and cultural groups.
  • Knowledge of group behavior and dynamics, societal trends and influences related to juvenile delinquency.
  • Ability to use de-escalation techniques approved for intervention by JR with verbally and/or physically aggressive youth.

Incumbents must obtain and maintain an Agency Affiliated Counselor certification from the WA State Department of Health.
