The Administrative Office of the Courts (AOC) is seeking a Business Analyst to support its Data Integrity Program, a vital initiative that ensures the quality, consistency, and accessibility of court data across Washington State.

In this role, you’ll work closely with judicial officers, county clerks, court administrators, AOC staff, and partner agencies to understand and document business needs. Your insights will help shape enhancements to court data systems, data exchange solutions, and support the onboarding of courts into the Enterprise Data Repository (EDR), a centralized system that receives and shares case data across all levels of Washington courts.

You’ll be part of a collaborative team within Program and Project Development, under the Court Services Division, where your ability to analyze, validate, and communicate business requirements will directly contribute to the integrity of the state’s justice data. Salary: Range 68: $84,984 - $111,504 per year (DOQ).

WASHINGTON STATE RESIDENCY AND TELEWORK INFORMATION

AOC requires employees to reside in Washington State. Any exceptions must be approved. If you are invited to an interview and currently reside outside of Washington State, seek more information about residency requirements from the AOC hiring manager for this recruitment.

This position requires you to be in the office at least two (2) days per week.

Duties



Some of the duties you will perform are:
  • Plan, schedule, and lead the management of requirements for complex solutions.
  • Engage with stakeholders to obtain a full understanding of scope, business needs, processes, and expectations to meet objectives.
  • Analyze data for data quality and data reporting purposes.
  • Research and perform in-depth analysis for small to large and highly complex applications and systems.
  • Create and produce reports to highlight data patterns and trends.
  • Develop and maintain business requirement documentation.
  • Translate business requirements into user stories, use cases, and acceptance criteria.
  • Serve as a liaison between stakeholders and technical personnel to ensure that business needs are clearly defined, understood, and translated into technical solutions.
  • Develop and maintain requirements traceability matrices for requirement management and re-use.
  • Review test results to confirm that test acceptance criteria have been met.
  • Carries out analysis, review, and interpretation of existing case management system data integrity, makes recommendations for enhancements of existing business processes to improve data quality.
  • Provide consultation to project stakeholders.
  • Ability to prioritize and effectively manage time to meet productivity standards, deadlines, and work schedules; accepts personal responsibility for the quality and timeliness of work.

Qualifications



  • Eight (8) years of information technology experience, which includes three (3) years of direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.

OR

  • Associate degree in computer science, information systems or related technical/business discipline AND six (6) years of information technology experience including direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.

OR

  • Bachelor's degree in computer science, information systems or related technical/business discipline AND four (4) years of information technology experience including direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.

OR

  • Master's degree in computer science, information systems or related technical/business discipline with one (1) year of direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.


  • Relative IT Experience includes systems and software requirements development and management, software or systems development following the software development lifecycle and project management practices.

THE IDEAL APPLICANT WILL ALSO HAVE SOME OR ALL OF THE FOLLOWING EXPERIENCE, EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES

  • Accomplished in writing and utilizing Structured Query Language (SQL) queries with expertise appropriate to the responsibilities and duties of the role.
  • Experience working in a trial court environment or executing trial court case business processes in case management applications.
  • Ability to identify and analyze patterns, trends, and root causes in data sets.
  • Ability to understand data schemas, data models, data reporting, and data platforms.
  • Experience using database platforms to perform work duties, run reports, create data queries, and analyze data.
  • Clear and effective written and verbal communication skills.
  • Expertise in, and aptitude for, presentation, interpersonal, written and oral communication when communication with business and technical audiences.
  • Excellent interpersonal skills, including patience, diplomacy, and ability to negotiate.
  • Ability to prioritize effectively, demonstrate excellent time management skills, and coordinate with team members.
  • Ability to multi-task and meet urgent deadlines while maintaining regular responsibilities and workload.
  • Experience with operating Washington Court’s case management systems (JIS/DISCIS, SCOMIS, Odyssey) a plus.
  • Proficient in utilizing Microsoft 365 products, including Teams, Outlook, Word, OneNote, PowerPoint, and others, with expertise appropriate to the responsibilities of the role.
