DAIL is seeking a Business Project Manager to lead the Rural Health Transformation (RHT) Project—a high-impact initiative shaping the future of care across Vermont.

The RHT Business Project Manager position is a key position in the DAIL Commissioner's Office and will be accountable for leading DAIL's RHT projects, including expanding LNA training in Vermont and expanding nursing home capacity to provide ventilator and dialysis services, as part of Vermont's larger RHT Plan.

The RHT Business Project Manager Will

  • Engage extensively with nursing homes and key partners
  • Lead and manage complex projects from planning through implementation
  • Oversee monitoring, evaluation, and reporting efforts
  • Collaborate across agencies to drive progress and alignment
  • Supervise a grants manager
  • Contribute to meaningful system-level improvements in long-term care

You will report directly to the DAIL Deputy Commissioner and play a central role in advancing strategic priorities.

The Rural Health Transformation (RHT) project is supported by the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as part of a financial assistance award totaling $195,053,740.44 with 100 percent funded by CMS/HHS. Who May Apply

This position, Rural Healthcare Transformation Business Project Manager - Limited Service (Job Requisition #54851), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Work is performed in a standard office setting, but some travel may be required.

Minimum Qualifications

Bachelor's degree AND four (4) years or more of experience where the primary role was project management.

OR

Associate's degree AND six (6) years or more of experience where the primary role was project management.

OR

High School diploma or equivalent AND eight (8) years or more of experience where the primary role was project management.

Preferred Qualifications

  • Experience working with nursing homes
  • Experience managing or working with state grants
