Overview

The Vermont Department of Labor exists to improve the lives of working Vermonters. We are seeking an organized, adaptable, and results-oriented individual to serve as a Job Center Specialist II (JCS II) in the Northeast Region. This position supports both our Newport and St. Johnsbury offices and requires regular travel throughout the region to meet the needs of jobseekers, employers, and community partners. An operational excellence mindset, paired with a strong commitment to equity, access, and belonging, is essential.

The JCS II plays a central role in delivering high-quality workforce services to both youth and adults. This includes providing individualized case management, career counseling, and employment services; connecting customers to education, training, and job opportunities; and engaging employers to ensure they are aware of and utilizing the Department's services. The ideal candidate is comfortable working directly with individuals from diverse backgrounds, navigating complex service needs, and building relationships across the community.

In this role, the specialist will deliver services within the Job Center and through active outreach in the region. The position regularly collaborates with schools, training providers, service organizations, and employers to strengthen workforce pathways and ensure a seamless system of support. Professionalism, integrity, and compassionate customer service are required in all interactions.

The JCS II will balance daily service delivery with proactive community engagement, supporting initiatives that expand opportunities for individuals ages 14-24 while simultaneously assisting adults seeking employment, re-employment, or career advancement. Strong communication, problem-solving skills, and the ability to exercise independent judgment are key to success.

This position reports to a VDOL Regional Manager and contributes to the Department's broader mission of supporting Vermont's workforce with excellence and consistency across all regional offices.

Environmental Factors

Interviews clients who are often under significant personal and financial burden, and who may exhibit significant stress and anxiety and may exhibit uncooperative or angry behaviors. It is expected that JCS II staff will engage all clients in a manner that exhibits professionalism, sensitivity, fairness, tact and diplomacy, and helps clients understand the services available to them through VDOL programs. Supportive attitude and actions are expected to be demonstrated in dealing with clients.

Position is assigned to a regional office location, but there is an expectation for travel between multiple regional locations as assigned by the Department. Will include travel to employers' worksites, schools/technical centers and community partner meetings. May be required to attend evening meetings as assigned by supervisor. Valid driver's license and private means of transportation is required.

Minimum Qualifications

Associate's degree or higher in human resources field, public or business administration, or human services fields.

OR

Two (2) years or more experience in customer service, employment services, human services, human resources, or a closely related field.
