Overview

The Agency of Education (AOE) is seeking a detail-oriented and proactive professional to serve as a Grant Management Specialist II.

This position supports the coordination and management of federal education grants, requiring strong project management skills, the ability to work independently, and a solid understanding of core program requirements. Key responsibilities include overseeing key phases of the federal grant cycle, organizing monitoring of local education agencies (LEAs), reviewing grant applications, managing waiver processes, coordinating professional development events, and enhancing grant management systems. This role is vital to ensuring compliance and the effective administration of federally funded education programs.

This Position

  • Coordinates the essential grants management related tasks for various education programs:
    • Operationalizes the work in coordination with the annual grant cycle, federal and state timelines.
    • Develops systems for consistent procedural implementation.
    • Reviews and improves processes for efficiency and accuracy and maintains proper documentation for compliance.
  • Project manages monitoring tasks:
    • Develops and maintains a timeline for monitoring LEAs through a comprehensive approach that includes official monitoring reviews, application assessments, data collections, and professional training.
    • Coordinates and participates in the comprehensive and focused monitoring process.
    • Creates resources such as templates and guides to help LEAs effectively achieve and maintain compliance with complex federal and state requirements.
  • Acts as main point of contact for specific projects and grants management tasks:
    • Develops timelines, checkpoints, and reminders for the field, builds reporting tools, and performs data entry for complex reports.
  • Coordinates numerous professional development trainings for LEA staff, organizing all logistical details and event planning of these trainings (both virtual and in-person):
    • Strategically plans trainings throughout the grant cycle for a coordinated approach to technical assistance.
    • Provides administrative and technical support before and during event to troubleshoot issues as they arise.
  • Supports the annual cycle of grant applications:
    • Tracks status of subgrantees applications and provides technical assistance to the field regarding application submissions.
    • Participates in the grant application process, supporting consistent functionality across applications and testing application functionality.
  • Coordinates various federal program waivers:
    • Must understand federal statutory requirements and waiver eligibility.
    • Serves on review committees as a reviewer.
    • Coordinates the timely processing of all waivers, maintains documentation and follows up with LEAs.
    • Participates in the development, revision and testing of information collection tools, databases and grant management software applications for optimal planning and operation of the CFP application and other technology platforms essential to the oversight of grant programs.
  • Execute the calculation of Federal formula grant calculations:
    • Interpret federal statute and guidance to ensure state's calculation aligns with requirements.
    • Manipulate calculation formulas within excel to function appropriately.
    • Explain to internal and external partners how the calculation functions to result in final allocations.

Environmental Factors

Work is performed primarily in an office setting and in a variety of field situations including large group meetings. Some private means of transportation should be available since occasional travel outside of the worksite will be required. Meetings with various advisory committees, public interest groups, municipal officials and program staff as well as basic position functions may entail significant evening hours. Urgent deadlines can be anticipated.

Minimum Qualifications

Bachelor's degree or higher in business management, accounting, public administration, or related field AND three (3) or more years of experience with managing grants, public administration, or related field.

OR

Five (5) or more years of experience with managing grants, public administration, or related field.

OR

One year (1) or more of experience as a Grants Management Specialist I.
