Overview
The Vermont Department of Health (VDH)'s Preparedness, Response, and Emergency Medical Services Division is seeking an individual with first responder (fire, police, emergency medical services) or public health experience to join the Office of Emergency Medical Services (OEMS) team as a Public Health Program Manager I: Overdose Prevention First Responder Coordinator. This position will work as part of a multidisciplinary team across programs and departments to support overdose response initiatives as part of the First Responders-Comprehensive Addiction and Recovery Support Services Act (FR-CARA), a SAMHSA-funded initiative. This position will enhance the vital work of First Responders and communities' ability to safely provide emergency treatment of known or suspected opioid overdoses, as well as increase the rate of referrals to treatment and recovery in Vermont rural communities with low access to naloxone and high burden of opioid injury and deaths.

Key responsibilities include working with the first responder community to provide education and training on naloxone administration and collaborating with partners to develop and enhance overdose prevention strategies, financial management of federal funds, and subrecipient grant management.

The successful candidate will possess strong organizational, communication, and fiscal management skills, the ability to work collaboratively with different stakeholder groups, and knowledge of harm reduction strategies related to substance use disorder. Familiarity with first responder systems, community-based healthcare delivery, education and training, performance measurement, and grant administration is desirable. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. Environmental Factors
Duties are performed in both a standard office and field settings. Private means of transportation must be available for required travel. Stress may be anticipated in dealing with emotional situations involving application of programs, especially in dealing with families and in the allocation of program resources.
Minimum Qualifications
Master’s degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences related fields or health-related fields AND one (1) year or more of experience in public health or human services related programmatic work including experience leading a team or project.
OR
Bachelor’s degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences related fields or health-related fields AND two (2) years or more of experience in public health or human services related programmatic work including experience leading a team or project.
OR
Two (2) years or more of experience as a Public Health Specialist II.
OR
One (1) year or more of experience as Public Health Specialist III.

Experience leading a team or project.
