Overview
The Vermont Agency of Education (Agency) seeks an Education Programs Coordinator II to serve as a Special Education Monitoring Specialist. This position plays a key role in ensuring compliance with federal and state special education requirements and advancing continuous improvement across Vermont's education system.

This position is part of the Special Education Program Monitoring Team and focuses on data-driven monitoring, compliance review, and technical assistance to local education agencies (LEAs). The Education Programs Coordinator II collaborates across AOE divisions to support statewide monitoring systems and contributes to required state and federal reporting.

Experience in special education monitoring is helpful but not required; training will be provided. Strong data analysis skills, particularly in Microsoft Excel, are essential.

Core Responsibilities
  • Monitoring and Compliance
    • Review and analyze LEA data for compliance with the Individuals with Disabilities Education Act (IDEA) and Vermont State Board of Education Rules
    • Conduct monitoring activities, including desk audits and on-site or virtual reviews
    • Ensure accuracy and consistency across multiple data sources
  • Technical Assistance and Collaboration
    • Provide guidance and technical assistance to LEA staff on monitoring requirements and corrective actions
    • Collaborate with AOE teams to support data collection, analysis, and program improvement
    • Serve as a liaison for statewide special education initiatives
  • State and Federal Reporting
    • Contribute to required reporting, including the State Performance Plan/Annual Performance Report (SPP/APR)
    • Support development of narratives, data summaries, and compliance documentation

Environmental Factors
Work is generally performed in a standard office setting, but significant travel may be anticipated for which private means of transportation must be available. Some work outside of normal work schedule may be required. There may be considerable interaction with a variety of publics and strong differences of opinion may be encountered.
Minimum Qualifications
Bachelor’s degree in education, public administration, or related field AND five (5) years or more at a professional level education, program development, or leadership role in a public or private educational institution.
OR
Three (3) years or more as an Education Programs Coordinator I with the State of Vermont.
Preferred Qualifications
Master’s degree.
Proficiency in Excel and data analysis.
Strong analytical and communication skills.
Attention to detail and organization.
Ability to manage multiple priorities and collaborate effectively.
Special Requirements
