Financial Director II

Overview

The Financial Director II is responsible for ensuring strong stewardship of public funds in support of DOC's mission. This role oversees budgeting, accounting, internal controls, grants, contracts, reporting, and federal grant fiscal administration.

Key Responsibilities

• Annual and multi-year budget development, monitoring, and forecasting for the Department.
• Responsible for all fiscal operations, oversee accounting work in the maintenance, review and reconciliation of financial records to ensure compliance with accepted accounting principles and standards. This includes monthly financial reports, cost analysis, posting, balancing, and reconciling accounting records.
• Managing the daily business operations of the Central Business Office and providing guidance to field and facility business staff.
• Responsible for auditing, DOC level internal control systems, fiscal operations, federal program fiscal administration.
• Design, implement, and monitor department-level internal control systems, policies, and procedures.
• Review all DOC contracts and grants for scope and fiscal content. Ensure documents comply with all necessary administrative bulletins, are coded correctly for DOC's budget and are financially accurate.
• Conduct cost analysis and develop/maintain methodologies for cost allocation across programs, facilities, and funds.
• Manage complex accounting activities, including:
  • Compilation and analysis of complex data for federal and state reports.
  • Coordinating financial systems and workflows across multiple offices and facilities.
  • Evaluating and implementing accounting initiatives and process improvements.
• Analyze and distribute multi-program costs to appropriate funds in accordance with GAAP/GASB and grant requirements.
• Oversee fiscal management of federal grants (budgeting, drawdowns, reporting, subrecipient monitoring, and compliance with 2 CFR Part 200).
• Lead, mentor, and evaluate staff performing budgeting, payroll, AP/AR, grant accounting, and audit support.
• Ability to interpret and apply federal grant regulations (2 CFR Part 200) and state fiscal policies.

Minimum Qualifications

Master's degree in accounting, business or public administration or a related field AND two (2) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience including managing a major fiscal program or operation.

OR

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting and three (3) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included managing a major fiscal program or operation.

OR

Associate's degree AND five (5) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff OR six (6) years or more of experience managing a significant fiscal program or section.

OR

High School diploma or equivalent AND eight (8) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

One (1) year or more of experience as a Financial Director I with the State of Vermont.
