This is the working level research consulting job. Incumbents are required to have a wide range of knowledge of assigned subject matter. Within the Technology & Innovation (T&I) team, this role acts as the primary data and outcomes analyst. Incumbents perform independent study of system usage, track adoption metrics, calculate ROI, and evaluate continuous improvement feedback. Incumbents regularly consult with and make presentations directly to division stakeholders and T&I leadership. Incumbents utilize 5 Whys root cause analysis and RICE prioritization models to ensure technology solutions solve the right business problems.

Qualifications
- Evaluates all aspects of research projects, project findings, and operational data regarding technical merits and implications, including usage analytics, adoption metrics, and post-launch ROI.
- Designs, develops, and conducts a variety of research projects; determines appropriate methodologies, information sources, sampling strategies, and data-collection tools, such as designing stakeholder feedback surveys and extracting system data.
- Analyzes, summarizes and/or reviews data; reports findings, interprets results and/or makes recommendations for the Feedback & Improvement stage to inform future project intakes.
- Facilitates 5 Whys root cause analysis sessions to diagnose system or process bottlenecks.
- Assists the Systems & Decision Lead in calculating and maintaining RICE priority scores (Reach, Impact, Confidence, Effort) for the project pipeline.
- Regularly presents final recommendations and issues directly to senior management, division leaders, and T&I process owners.
- Develops and recommends approaches for implementation of policies, position papers, programs, regulations, etc.
- Interprets, clarifies, explains and applies agency policy and procedures, business practices, federal or state laws and regulations, etc.
- Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications.
- Knowledge of process improvement methodologies, root cause analysis, and product management prioritization frameworks.
- The ability to choose the right mathematical methods or formulas to solve a problem.
- Using mathematics to solve problems.
- The ability to apply general rules to specific problems to produce answers that make sense.
- The ability to combine pieces of information to form general rules or conclusions (includes finding a relationship among seemingly unrelated events).
- Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
- The ability to communicate information and ideas in speaking and writing so others will understand.
- Preferred: CliftonStrengths in the Strategic Thinking or Executing domains (such as Analytical, Learner, Strategic, or Restorative) that naturally align with data analysis and system improvement.
- Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
- Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
