Job Description
The Utah State Tax Commission is currently seeking a Purchasing Agent II to efficiently manage the procurement process, from writing and reviewing contracts and agreements, ensuring the seamless flow of commodities, and services. Operating with a high degree of autonomy, the Purchasing Agent meticulously follows established procedures while demonstrating the ability to adapt to evolving requirements. Incumbents in this job follow detailed procedures with minimal instruction in preparation of quotes, bids, RFP’s requisitions and contracts to assure flow of commodities and services. Incumbents may be delegated special purchasing authority such as authority from the State Purchasing Division.

This position is currently a hybrid of both in-office and remote work days.
The schedule is anticipated to be in-office three (3) days per week.

Salary
The starting salary for this position will be $23.93 per hour.
DHRM rules apply for promotions/transfers for current state employees.

Principle Duties
The Purchasing Agent II Will
- Analyzes, summarizes and/or reviews data; reports findings, interprets results and/or makes recommendations.
- Ensures compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines, etc.
- Writes, reviews, and/or negotiates contracts and/or agreements.
- Reviews and/or inspects work for quality, accuracy, and completeness.
- Negotiates or mediates issues with internal and/or external agency representatives, and/ or concerned outside parties or their representatives. Settles or resolves issues or complaints.
- Acts as a resource to provide information or determine the most effective way of meeting the needs of management, staff, clients or customers.
- Coordinates and/or acts as a liaison between agency or work unit and other agencies, work units, organizations, suppliers, etc.
- Monitors frequency of purchases and recommends possible options to increase effectiveness of purchasing power.
- Gathers data, prepares reports or summarizes information.
- Reviews documents and reconciles discrepancies; makes needed adjustments.
- Obtains, documents, and quotes on items covered by existing contracts.
- Assist agency with group gathering planning, paperwork and execution

Qualifications
Qualifications
- Experience in procurement or purchasing roles.
- Experience in writing and reviewing contracts.
- Experience in ITB’s and RFP’s.
- Experience with entering PO’s and DO’s.
- Experience with reconciling purchases with receipts and other necessary documents with credit card statements.
- Coding to correct units and object codes for purchases.
- Strong analytical skills, with the ability to conduct detailed market research and cost analysis.
- Excellent communication and negotiation skills.
- Proficiency in relevant software applications, such as procurement management systems.
