We are seeking a detail-oriented and analytical Policy, Education, and Website Administrator to join the Division of Services for People with Disabilities (DSPD). The ideal candidate will have a strong background in technical writing, cross checking regulatory or legal guidelines documents for consistency, supervisory experience and clear communication of complex findings. In this role, you will develop and present your findings through written reports, visualizations, and interactive dashboards for both technical and non-technical audiences.

Key Responsibilities

Key responsibilities and day to day responsibilities of this position:

  • Personnel Management: Supervise, mentor, and review the work of a Technical Writer, ensuring all team deliverables meet quality standards and project deadlines.
  • Administrative Rulemaking: Draft, edit, and shepherd administrative rules through the formal update process to ensure division operations remain in compliance with state and federal laws.
  • Medicaid Provider Manual Oversight: Serve as the lead editor and content manager for Medicaid provider manuals, coordinating with subject matter experts to ensure technical accuracy for DSPD Medicaid waiver providers.
  • Instructional Design & E-Learning: Develop engaging, interactive training materials using Articulate 360 (Storyline/Rise) and manage the deployment of content to the Learning Management System (LMS).
  • Digital Accessibility & Remediation: Perform deep-level remediation of PDF documents to ensure they are fully accessible to screen readers and compliant with Section 508/WCAG standards.
  • Website Administration: Maintain and update the division’s website, ensuring that content is current, user-friendly, and logically organized.
  • Policy & Procedure Development: Lead the creation and standardization of internal policies and procedures to streamline workflow and improve organizational consistency.
  • Cross-Functional Collaboration: Act as a liaison between technical staff, legal teams, and executive leadership to translate complex regulatory requirements into plain language.
  • Content Governance: Audit existing documentation libraries regularly to archive outdated materials and prevent the "permanent loss" of critical institutional knowledge.

Qualifications

Minimum or "day-one" qualifications:

  • Exceptional Technical Writing & Editing: A proven ability to synthesize complex information (legal, medical, or technical) into clear, plain-language documentation.
  • Supervisory & Mentorship Experience: Experience managing at least one direct report or leading a team. You must be able to provide constructive feedback and manage a Technical Writer's workflow from day one.
  • Regulatory & Policy Aptitude: Experience working with formal, structured documents such as policies, legal codes, or compliance manuals. You understand the "logic" of rulemaking.
  • Instructional Design Foundation: An understanding of how adults learn. Even if you haven't used the specific software, you know how to structure a lesson or training module effectively.
  • Extreme Attention to Detail: A "perfectionist" mindset regarding version control, grammar, and formatting. In this role, a small error can have legal or financial consequences.
  • Digital Literacy: High comfort level with learning new software quickly and troubleshooting digital tools independently.

Preferred Or Trainable/on-the-job Qualifications

  • Instructional Design Tools (Articulate 360): Experience with (or a strong desire to learn) Storyline and Rise to build interactive e-learning modules.
  • Digital Accessibility (Adobe Acrobat Pro): We will train you on the specific "check-and-fix" workflows to make PDFs compliant with Section 508/WCAG standards for screen readers.
  • Website Content Management (WordPress): Familiarity with (or ability to learn) a CMS to post updates, manage menus, and keep the division website current.
  • Medicaid Policy & Provider Manuals: Familiarity with Medicaid programs is a plus, but we can teach you the specific nuances of our provider manuals and state requirements.
  • Utah Administrative Rulemaking: We will provide training on the specific state portals and filing timelines required by the Office of Administrative Rules.
  • LMS Administration: We will train you on the backend of our specific Learning Management System to publish and track training.
