We are seeking a results-oriented IT Project Manager to join our Network and Voice team. This role is a hybrid of strategic project leadership, technical business analysis, and fiscal stewardship. You will manage the end-to-end lifecycle of networking products and infrastructure projects—including site requests, hardware deployments, and service migrations. The ideal candidate will bridge the gap between technical execution and business value, ensuring that network site moves, adds, and changes are delivered with precision, on budget, and in alignment with agency objectives.


Key Responsibilities


Project Leadership & Agile Delivery

  • Full Lifecycle Management: Lead the planning and implementation of IT networking projects, defining scope, goals, and deliverables in collaboration with senior leadership.
  • Agile Release Management: Oversee agile release cycles, ensuring clear requirement discovery, objective (feature) documentation, and active backlog review.
  • Execution & Oversight: Maintain the integrity of quarterly features by managing target dates, priorities, acceptance criteria, and comprehensive documentation in Confluence.

Networking Operations & Business Analysis

  • Site Request Management: Act as a lead for network site requests, including new office setups, moves, equipment changes, and service disconnects.
  • Requirement Gathering: Perform detailed business analysis to translate customer needs into technical specifications for the network and voice teams.
  • Product Stewardship: Manage the lifecycle of assigned networking products, acting as the primary Vendor Point of Contact and assist with product documentation.

Procurement & Fiscal Responsibility

  • Order Management: Manage the end-to-end procurement process for network, voice, and mobile tech teams (hardware, software, and licensing) via ServiceNow
  • Contractual Oversight: Coordinate SBAs/MOUs and vendor contracts; establish a regular cadence for reviewing license renewals and contract expirations to prevent service interruptions.
  • Financial Accountability: Track capital and expense expenditures against the budget. Partner with Accounts Payable to reconcile purchases, locate assets, and provide data for depreciation.

Performance Expectations

  • Data-Driven Reporting: Maintain real-time dashboards to provide visibility into project status, order tracking, and fiscal spend.
  • Communication Flow: Standardize the "Update Loop" for agency customers, providing transparent, consistent, and proactive status updates.
  • Quality Assurance: Ensure all delivered features and hardware deployments meet established quality standards and user acceptance criteria.

Qualifications


  • Education: Bachelor’s degree in IT, Business, or a related field (or equivalent professional experience).
  • Professional Experience: Experience in an IT Project Coordination, Business Analyst, or Junior PM role. Ability to coordinate network infrastructure lifecycles including site deployments and "MACDs" (Moves, Adds, Changes, Disconnects).
  • Technical Proficiency: Strong familiarity with ServiceNow, Jira, and Confluence.
  • Analytical Skills: Advanced proficiency in Google Sheets/Excel (formulas, pivot tables, and data visualization) to manage budgets and project tracking.
  • Communication: Proven ability to act as a liaison between technical engineers, finance departments, and non-technical stakeholders.
  • Networking Knowledge: Foundational understanding of network hardware, circuit ordering, and telecommunications terminology.
  • Project Documentation: Proficiency in Confluence and Jira (or similar tools) to maintain project backlogs, track quarterly features, and document technical procedures.
  • Financial/Contractual Aptitude: Ability to track expenditures against a budget and manage administrative documents such as SBAs, MOUs, and vendor contracts.
