Job Title: Engineer II, III

Location: Richfield, UT

The Sevier River Office of the Utah Division of Water Rights is seeking a dedicated and knowledgeable Engineer II or Engineer III to join the team. This role involves assisting the Regional Engineer and staff in managing public inquiries, processing water rights applications, and conducting detailed analyses. This role also involves assisting with dam inspections, distribution systems, and other field investigations. The ideal candidate will demonstrate a strong understanding of water rights principles, particularly within the context of Utah, and possess excellent communication, organizational, and technical skills. A successful candidate will be proactive, detail-oriented, and able to work collaboratively in a team environment.

Qualifications

Principal Duties:

  • Assist the public in answering questions, reviewing water rights, and explaining Division procedures, guidelines, and statutes.
  • Assist water users in the preparation of segregation requests, change applications, applications to appropriate, and other applications.
  • Create and analyze maps using the Division’s mapping software.
  • Evaluate change applications, applications to appropriate, diligence claims, and other applications. Prepare technical documents that follow current water right statutes.
  • Assist the Regional Engineer in public hearings for change applications, applications to appropriate, and diligence claims.
  • Assist in the review of Proof of Beneficial use forms and related documents in preparation of draft certificates.
  • Review and understand river and water right decrees. Assist the Regional Engineer, distribution engineers, river commissioners, and other staff for established distribution systems within the region.

Ideal Candidate

  • Possesses a working knowledge of Utah water rights, including their characteristics, attributes, and the Division of Water Rights policies and procedures.
  • Has a working knowledge of hydrologic data, including reading maps and understanding water, hydraulic, or flow principles.
  • Understands the principles of water rights title, including the Report of Conveyance Training Manual and relevant statutes.
  • Demonstrates the ability to work independently and inspire others to achieve common goals.
  • Skilled in research and investigation methods and techniques.
  • Capable of using logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw accurate conclusions.
  • Exhibits strong communication and organizational skills to effectively manage multiple tasks and collaborate with team members.

Preference Given To Individuals With

  • Principles, theories, and practices of engineering. Emphasis given to applicants with experience in hydraulics, hydrology, irrigation methods, groundwater, and geology.
  • Knowledge of Utah water rights and statutes (Title 73, Chapters 1-6 of the Utah Code Annotated)
  • Knowledge and experience of updating title and ownership records.
  • Ability to read, interpret, and apply laws, rules, regulations, policies, and/or procedures.
  • Ability to communicate information and ideas clearly, both in writing and verbally.
  • Ability to use GIS software, such as ArcGIS Pro.
  • Ability to teach new concepts and coach in learning situations.

This position operates primarily in an office environment, routinely using standard office equipment such as computers, phones, and copiers. Must be able to remain in a stationary position for extended periods of time while working at a desk or computer.

This position also requires regular field work, which may expose the employee to outdoor weather conditions and varying terrain. Must be able to occasionally lift and move materials weighing up to 40 pounds. A valid driver's license is required, as this position involves operating a State vehicle or personal vehicle for field work and travel.

Occasional overnight travel (not common) may be required for trainings, conferences, or field work.

Engineer II

An ABET-accredited Bachelor of Science in engineering or related field. Satisfactory completion of Engineer-In-Training (EIT) or the Fundamentals of Engineering Exam (FE) is required. Applicants apply the knowledge and techniques of mathematics and engineering to assignments.

Engineer III

Same as Engineer II qualifications in addition to being registered as a Professional Engineer in accordance with the provisions of Utah Code Annotated 58-22. This is a working level job requiring minimal supervision. Applicants in this job utilize training, experience, and independent judgement in the evaluation of complex engineering situations.
