The Staff Services Officer V performs advanced (senior-level) staff services work. Work involves planning, directing, and overseeing several staff services functions such as human resources, accounting, budgeting, purchasing, training, payroll, records management, and property management. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
GENERAL DUTIES
- Oversees human resources functions for the General Counsel Division.
- Oversees regular activities of areas such as job postings, performance appraisals, worker's compensation, confidential health related situations, payroll actions, departmental staffing, insurance, conducts necessary research or investigations and makes recommendations for subsequent personnel actions.
- Manages Division Budget and coordinates with budget and accounting departments regarding position control and other planning/reporting activities.
- Oversees, directly manages and assigns administrative and support work to appropriate staff, as needed. Plans, assigns and schedules personnel workloads consistent with Division priorities.
- Ensures Division is following agency and division policies and procedures, completing forms accurately and timely, and confirming that interpretation of policy and procedure is maintained equally throughout all areas of the Division.
- Functions as a technical authority, consultant, and adviser to staff. Responsible for maintaining and supervising departmental personnel management program while providing advice and recommendations on various aspects of personnel management to directors and managers.
- Determines training needs of the departments and makes arrangements for employees to receive training as needed for the proper performance of assigned duties. Creates and conducts training for management and staff as needed.
- Oversees and directs document processing. Analyzes, develops, and recommends practices and procedures related to administrative and program functions.
- Coordinates and directs special projects, produces various recurring and ad hoc reports, and facilitates process improvement initiatives.
- Performs other job duties as assigned.
- Experience as a Staff Services Officer or equivalent within a State of Texas Agency.
- Demonstrated experience working on Human Resources Special Projects and providing technical assistance, consulting and advising Management.
- Demonstrated experience in budget preparation or management and control.
- Demonstrated experience using Taleo, entering job postings, preparing the required documentation for Job Posting Selections, including screening, preparing appropriate forms for selection and following the required salary guidelines.
- Demonstrated experience using CAPPS for areas such as time and performance management.
- Demonstrated experience using personal computer programs, including Microsoft Outlook, TEAMS, Word, Excel and PowerPoint.
- Excellent verbal and written communication skills.
- Two years and six months of full-time experience in business management, human resources administration, budget preparation or control, or a related staff services function.
- Relevant academic credits may be applied toward experience qualifications for this position.
