Who we are and what we do:

TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS).

Job Overview:

TennCare is committed to improving the quality of health care for its members while maximizing the value of every dollar spent. Since its founding, TennCare has been a leader in innovation through clinical care models and delivery system payment reform. TennCares Chief Medical Office (CMO) is integral to this mission by leading clinical quality and operations and strategic clinical innovation for the agency. Operationally, the medical office is comprised of 7 teams and 160 employees. The medical office is responsible for all medical, dental, behavioral health, and pharmacy policy and operations as well as quality improvement and population health programming. It also administers all member medical appeals and oversees provider registration and engagement. Finally, through partnerships with providers, the managed care organizations, and other stakeholders, the medical office is responsible for designing and implementing strategic clinical initiatives to improve care and health outcomes for its members. The Rural Health Transformation Program Coordinator will work to support the strategic design, implementation, and ongoing operations for TennCares Rural Health Transformation Initiatives. The RHT Program Coordinator will report to the CMO Chief of Staff and may support other strategic priorities of the Medical Office.

Key Responsibilities:

  • Manage CMO Rural Health Transformation Initiatives
  • Serve as the primary coordinator for Rural Health Transformation projects within the CMO, ensuring alignment with TennCares strategic goals.
  • Manage timelines, deliverables, and stakeholder engagement for rural health initiatives, including value-based payment, social determinants of health, and community health worker strategies.
  • Develop and maintain project plans, track progress, and prepare status reports for leadership and stakeholders.
  • Facilitate collaboration between internal teams, managed care organizations (MCOs), and external partners to support rural health program implementation.
  • Develop and submit timely reports as required for all RHT initiatives.
  • Develop and track grants, contracts, and fiscal reporting. Policy Analysis and Project Management for Rural Health Transformation Initiatives
  • Conduct policy research and perform literature reviews to identify best practices and emerging evidence for rural health and other CMO initiatives.
  • Summarize findings into actionable policy recommendations and develop supporting materials such as policy briefs, presentations, and data visualizations.
  • Coordinate information gathering from internal and external stakeholders to inform program design and policy decisions.
  • Facilitate project management for high-priority initiatives, ensuring timely implementation and operational success.
  • Establish agendas, capture meeting notes, and track follow-up actions for multi-disciplinary projects.
  • Prepare clear and concise communications for leadership and stakeholders, including progress updates and strategic recommendations.
  • Support the CMO Chief of Staff in preparing contract language and amendments.
  • Support CMO Clinical and Strategic Initiatives
  • Assist the CMO Chief of Staff and Medical Directors in leading TennCare clinical and strategic priorities.
  • Support the design and implementation of new programs and benefits for TennCare members and providers.
  • Develop supporting materials to communicate key findings including PowerPoint presentations, policy memos, and data visualization on high priority initiatives.
  • Contribute to creative design and operational solutions to advance CMO goals.

Minimum Qualifications:

Education and Experience:

  • Graduation from an accredited college or university with a doctorate's degree in epidemiology.

OR

Education and Experience:

  • Graduation from an accredited college or university with a doctorate's degree in medicine (MD), osteopathic medicine (DO), veterinarian medicine (DVM) public health, biostatistics, statistics, health informatics health sciences, biomedical sciences or environmental sciences with experience equivalent to two years' work experience in epidemiology.

Substitution of Education for Experience:

  • Additional graduate coursework in public health or an Epidemic Intelligence Service (EIS) Fellowship may substitute for the required experience on a year-for-year basis to a maximum of two years.

OR

Education and Experience:

  • Graduation from an accredited college or university with a master's degree in epidemiology, public health, biostatistics, statistics, or health informatics with experience equivalent to four year's work experience in epidemiology.

Substitution of Education for Experience:

  • Additional studies with an Epidemic Intelligence Service (EIS) Fellowship may substitute for the required experience on a year-for-year basis to a maximum of two years.

OR

Education and Experience:

  • Graduation from an accredited college or university with a master's degree in health science, biomedical science or environmental science with experience equivalent to six year's work experience in epidemiology.

Substitution of Education for Experience:

  • Additional studies with an Epidemic Intelligence Service (EIS) Fellowship may substitute for the required experience on a year-for-year basis to a maximum of two years.
  • Masters level degree (MBA, MPH, MPP) preferred; (Exceptional performance with 3 years in similar role or in management consulting will be considered in place of advanced degree)
  • Advanced Proficiency in Microsoft Office including Word, Excel, and PowerPoint
  • Highly developed interpersonal, oral, and written communication skills
  • Strong organizational, time management, analytical skills -Experience in healthcare policy strongly desired
  • Experience with data analytics or health services outcomes research
  • Experience in project management
