Qualifications

Education and Experience: Bachelor's degree from an accredited university and 2 years of relevant project management experience

OR

a PMP (Project Management Professional) Certification.

Substitution of Experience for Education: Related project management experience may substitute for the required education on a year-for-year basis.

Overview

The Project Manager supports the planning, coordination, and execution of capital and maintenance projects of moderate scope and complexity across TDOC institutions. The role advances TDOCs operational, rehabilitative, and administrative objectives by coordinating project activities, maintaining project tracking systems, conducting field assessments, and ensuring alignment with agency goals, standards, and regulatory and security requirements. The incumbent serves as a key liaison among facility staff, Designers, Project Managers, contractors, vendors, and agency leadership to resolve design, construction, and operational issues and support effective project delivery. This position also contributes to annual capital planning, helps develop standardized project documentation and reporting tools, and strengthens project outcomes through strong communication, coordination, evaluation, and risk management practices. This role requires frequent travel to TDOC institutions statewide to conduct field assessments, monitor project progress, and coordinate with onsite staff contractors, and partner agencies.

Responsibilities

  • Monitors project progress across assigned institutions by conducting field assessments, reviewing documentation, and tracking alignment with project scope, schedule, and agency objectives.
  • Develops, maintains, and updates project tracking systems and documentation structures to ensure accurate reporting of scope, milestones, timelines, funding sources, and risk indicators.
  • Coordinates and facilitates site visits, meetings, and project¿related engagements, including scheduling, agenda preparation, field review, and follow¿up communication with stakeholders.
  • Serves as a liaison between agency leadership, designers, contractors, STREAM Project Managers, and institutional staff to ensure consistent communication, issue resolution, and progress toward deliverables.
  • Prepares and distributes project reports, status summaries, field assessments, and briefing materials that inform leadership and stakeholders of progress, risks, operational impacts, and recommended actions.
  • Evaluates design documents, construction progress, and field conditions to identify discrepancies, risks, or operational conflicts and collaborates with project partners to develop feasible solutions.
  • Ensures compliance with agency policies, safety protocols, and institutional security requirements throughout all phases of project planning, design, construction, and implementation.
  • Participates in project planning and coordination meetings, tracking decisions, documenting action items, and supporting the execution of tasks necessary to maintain project momentum and accountability.
  • Supports agency capital planning and annual project development processes by identifying needs, gathering operational input, and contributing to project prioritization activities.
  • Engages in professional development to strengthen project management capabilities, improve communication and risk¿awareness practices, and enhance the overall quality of project execution.
