Qualifications

Education and Experience: A bachelor's degree in accounting from an accredited college or university or be a Certified Public Accountant. If you have an accounting degree, you must provide evidence of this degree such as a certificate of graduation or college transcripts. If you are a Certified Public Accountant, you must provide documentation substantiating that you have passed the examination and hold an active license to practice as a Certified Public Accountant.

OR

A Bachelor's Degree In Another Field Of Study From An Accredited College Or University (i.e., Finance, Insurance, Risk Management, Economics Or Business). If You Do Not Have An Accounting Degree, You Must Prove That You Have Successfully Completed 15 Semester Hours Of Accounting Including ALL The Following Courses (you Must Provide a Copy Of The College Transcripts To Verify These Courses)

• Accounting Fundamentals (6 semester hours)
• General Auditing (3 semester hours)
• Alternatively, an additional 18 months of experience specific to financial examinations (for a total work experience of 42 months overall) can qualify in lieu of a General Auditing course.
• Management (3 semester hours)
• Note that the Management courses offered by CPCU, LOMA, and CLU will satisfy this requirement. (You must provide documentation from LOMA, CPCU, or CLU to verify this course).
• Finance or Economics (3 semester hours)
• Business Law (3 semester hours)
• The three (3) semester hours of business law requirement may be met through the successful completion of the college level law courses offered by LOMA, CPCU, or CLU, may be substituted for the required semester hours (you must provide documentation from LOMA, CPCU, or CLU to verify this course).
  

NSQ's

• Must have current certification as a Certified Financial Examiner recognized by the Society of Financial Examiners and have a minimum of 4 years' experience as a Certified Financial Examiner.

Overview

This classification has a moderate sized workload functioning at the senior working level and is responsible for analyzing the operations and financial solvency of insurance companies. This class is advanced in the knowledge of financial regulation compliance. This class differs from that of Financial Insurance Examiner Advanced in that an incumbent of the latter is at the advanced working level and is assigned the largest and most complex examinations. This class also differs with its management role and performance appraisal responsibilities. This class differs from Insurance Examination Assistant Director in that the Insurance Examination Assistant Director assists in planning, organizing, and direction of statewide insurance examination operations.

Responsibilities

• Serves in role as examiner-in-charge on larger more complex examinations including zone examinations.
• Reviews planning, testing and conclusions of other examiners-in-charge in a timely manner and provides useful feedback.
• Acts as resource for other examiners on more technical and complex issues. Provides knowledge and expertise on the risk focus examination process, legal and regulatory laws and rules, including NAIC Financial Condition Examiner's Handbook, Statement of Statutory Accounting Principles (SSAP), Tennessee Code Annotated (TCA), Tennessee Rules and Regulations, and National Association of Insurance Commissioners (NAIC) standards.
• Performs performance appraisals for assigned examiners and trains examiners.
• Plans examinations which includes: communication with other regulatory bodies if appropriate, budgeting, assigning work appropriately, analytical reviews, review of corporate governance, review of reinsurance and holding company transactions, review of independent auditors work and credentials, identifies key activities, identifies significant risks, review of legal contracts such as reinsurance and holding company transactions, reviews analyst's files and communicates with others in Department.
• Executes examinations which include: review and testing of internal controls and risk mitigation, assessing inherent and residual risk levels, perform substantive testing as needed, review and analyze substantive testing, work and communicate with specialists such as actuaries and IT specialists, reviews for compliance with state laws, rules, Statements of Statutory Accounting Principles and other guidance as needed, works with the assigned market conduct examiner and supervisor, provides updates to Company and Department on progress of examination.
• Communicates findings to the Company and to leaders in the Department. Communication includes a written examination report, management letter, summary review memorandum and meeting with analysts and other interested Department parties.
• Reports work findings to management and other interested parties.
• Comprehends and maintains a high-level knowledge of NAIC Financial Condition Examiner's Handbook, Statement of Statutory Accounting Principles (SSAP), Tennessee Code Annotated (TCA), Tennessee Rules and Regulations, and National Association of Insurance Commissioners (NAIC) standards. References databases such as State Based Systems (SBS) and I-SITE.
• Maintains professional communications with both internal and external parties including other state insurance agencies, contractors, specialists, State of Tennessee Financial Analysts, insurers, and other related customers.
• Serves as a subject matter expert for other Commerce and Insurance employees outside of the Insurance Examinations section.
• Travels in and out of state to perform examinations.
• Provides updates, input and assists in the development of all mandatory meetings and training. Leads meetings as needed. May attend conferences (ex: Society of Financial Examiners Career Development Seminar).
