Under the limited supervision of the Chief Engineer for Operations, serves as the Assistant Chief Engineer for Operations covering seven engineering districts and emergency operations.  Also, may serve as liaison between the office of the Chief Engineer for Operations and the offices of Bridge Management, Construction, Maintenance, Preconstruction and Traffic Engineering.  Assists in the administration, management and oversight of the Operations section to ensure the goals and objectives of SCDOT are met in accordance with the Department's mission.

Serves as liaison to the seven District Engineering Administrators for the development of complex agreements/contracts in the areas of construction, maintenance, and traffic operations.  This involves, but is not limited to, the coordination with Department senior staff, legal counsel, procurement, and project managers in the development of a variety of Federal and State projects.  Assists District staff in reviewing overtime reports to ensure time charges are properly recorded.  May serve as interim District Engineering Administrator as needed. When this takes place, it includes overseeing between 400 and 600 employees depending on the district.  It also entails overseeing hundreds of millions of dollars in construction and maintenance projects and budgets.

Serves as Project Manager for special projects for the Chief Engineer for Operations.  This may include, but is not limited to, SCDOT maintained roads crossing dams and resurfacing projects coordinated with other state agencies such as SCDPRT, SCDES, and SCDNR.  This also includes the preparation of correspondence, review, and implementation of other special projects and coordination among other state agencies as well as other Department divisions.

Tracks maintenance work requests submitted to the Department by District and County.  Works with Districts to identify strategies to close work requests where possible and routinely reports metrics to upper management for situational awareness.

Tracks budgets and projects included in the Pothole Mitigation Program enacted by the General Assembly through Act 177.  This includes close coordination between the Director of Maintenance Office, the Director of Construction Office, District Offices and County Maintenance Offices with an emphasis in ensuring program compliance.

Supervises the Department’s emergency operations staff.  This requires knowledge of the plans, procedures, organization and staffing needs of the State Emergency Operations Center for Emergency Support Functions (particularly ESF-1 and ESF-16), the Department’s headquarters command post, and other duties required during emergency events. May serve as the Department’s lead for emergency operations at the State Emergency Operations Center.

Represents the Department in contracts, meetings, and correspondence with the SCDOT legislative committees, members of the General Assembly, national organizations, industry groups, local governments, and citizens concerning transportation and engineering topics.

Reviews agreements/contracts to ensure conformity to Department, state and federal requirements. This includes guaranteeing procurement regulations are outlined properly, right-of-way requirements are defined, and funding sources are adequate. Reviews reports that track contract status and costs to ensure schedules are met, and expenditures remain within budget.

Assists in meeting the goals and objectives of SCDOT’s strategic plans.

Performs other related duties as assigned.

A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management and eight (8) years of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.

Salary : $110,906 - $175,400
