Job Responsibilities

At the District One Engineering Office, assists in managing district traffic engineering functions. Serves as District Traffic Engineer in the absence of the District Traffic Engineer (DTE). Investigates complex situation which require technical interpretation of policies and procedures. Prepares recommendations and written replies, including results and necessary corrective actions to Department Engineers, Directors, City and County Officials, and the general public. Supervises subordinate employees in traffic engineering activities. Manages employees performing high level traffic engineering with limited supervision. Reviews reports on traffic counts, accident history, speed studies, turning movement counts, and pedestrian studies that have been prepared by subordinates. Meets with the public and elected officials concerning project related duties. Oversees operation of District Traffic Engineering Staff in response to customer, municipal, county and headquarters requests. May involve assigning research to subordinates, on-site reviews, meetings with property owners or developers, attending public hearing, etc. Reviews plans for proposed projects and makes recommendations for improvements. Projects include design-build, SCDOT designed projects, city and county projects and encroachment permit projects, represents district traffic at project scoping meetings, design field reviews, and construction meetings as needed. Reviews and recommends traffic control plans at District for approval. Reviews and approves proposed detour routes for construction and encroachment permit activities. Oversees subordinates in preparation of detour routes for SCDOT projects and maintenance activities. Conducts district traffic review of encroachment permits. This work may involve extensive investigation and require several meetings with developers or property owners to work out a solution to acquire desired results for the department and permitee.

Minimum And Additional Requirements

A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management and six (6) years of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.

Additional Comments

May be required to work overtime, nighttime, and/or weekends during hazardous weather or emergencies.
