Under limited supervision of the State Traffic Design Engineer, supervises the traffic signal and systems unit within Traffic Engineering, including traffic signal design, signal program management, Signal QPL, and District assistance with construction and maintenance. Creates and maintains a Statewide Signal Program, determining funding goals, and direction concerning traffic signal design, construction, maintenance and operations. Directs the Traffic Signal Design section to assure that signal and systems projects are developed and managed effectively and ensures plan development of signal plans meet the project schedules; oversees management of on-call consultant contract. Directs the Traffic Signal Operations section to assure the management of Signals Maintenance Agreement Program, Traffic Signal Equipment Program and Signal Software and Communications Upgrade Program. Assists in supporting District signal operations and maintenance activities. Directs and oversees the management of the Traffic Signal Guidelines, Standard Drawing, Specifications, and policies concerning traffic signals. Develops, revises any additional documents as necessary. Provides information and advice to other Department personnel concerning matters of policy and standards for traffic signals. Also provides information to local governments, Metropolitan planning organizations/Councils of Governments, and consultants involving Traffic Signal Program goals, policies and standards.A bachelor’s degree in Engineering and six (6) years of engineering work experience. Necessary Special Requirement: Registration as a Professional Engineer by the South Carolina State Board of Registration for Professional Engineers and Surveyors. A valid motor vehicle operator's license is required.
The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
