Oversees traffic signal repairs during normal working hours and after-hours emergencies.  Ensures that traffic signals are repaired in a timely and professional manner.  Coordinates with utility companies to repair traffic signal damage as it relates to SCDOT property.  Manages contracts that utilize on-call contractors.  Determines the required line items and quantities, and issues work orders to on-call contractors for signal installations, signal modifications, fiber installations, and detection devices.  Interprets plans and evaluates the need for adjustments.  Verifies that installations are in accordance with specifications and document any changes.  Orders equipment as necessary.  Assists construction engineers regarding traffic signal installations, traffic signal rebuilds, and lighting on construction projects and district-wide signal projects.  Interprets plans and makes field decisions relating to the installation of equipment near utilities, drainage, or other roadway structures.  Provides inspection services and ensures that all work is performed in accordance with current plans and specifications.  Directs the installation of new traffic signals and modifications to existing signals and flashers.  Takes provided traffic signal plans and selects the proper pole, cabinet, and electrical service locations.  Assists with right-of-way needs, relocation of conflicting utilities, and the installation of required electrical service equipment.  Ensures that traffic signal controllers are programmed properly to operate signalized intersections in accordance with the signal design.  Manages the signal shop budget and tracks all costs incurred.  Follows all procurement regulations and programs.  Utilizes a procurement card for equipment and material purchases and designated as a credit card approver for District 3 Signal Shop employees with procurement cards.  Provides work orders or bid results for the basis of purchase orders.  Conducts in-person signal component and software training for SCDOT and city personnel on subject matter areas such as central server software, controller firmware, vehicle detection systems, signal installation procedures, or safety-related topics.  Responsible for proper maintenance and repair of under bridge, roundabout, and roadway lights and lighting systems, as well as their associated control circuits.  Uses ATMS.now, GridSmart Client, SynchroGreen, TEAMS, or other software to program and manage the District 3 signals and signal systems.  Advises the DTE and DME of recommendations for improving or upgrading traffic signals and electrical equipment respectively.  Responsible for submitting data and documentation for signal and system contracts.  Proposes needed upgrades in the district and generates the list of pay items and quantities for the contract.  Tracks upgrades and rebuilds for future planning.  Trains technicians in the discipline of traffic signal and electrical inspection on contract, in-house, or permit jobs.  Applies troubleshooting techniques when issues arise with a controller, detection device, or signal wiring.  Instructs technicians on how to interpret signal and roadway lighting plans.  Performs other related duties as assigned.A high school diploma and three and one-half (3.5) years of related work experience; or an approved acceptable equivalence. A valid motor vehicle operator’s license is required. Requires attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position.

The physical demands for the essential functions involves bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, grasping and physically manipulate objects of varying size, shape, weight, and material. Must be able to lift up to 50 lbs. May be required to work hours outside the normal scheduled work week; especially during inclement weather and/or other departmental related emergencies.Applications accepted on-line at careers.sc.gov. Salary : $65,000 - $103,900
