Essential Functions
Delivery Management and Team Leadership (40%)
- Lead day-to-day delivery operations for a cross-functional Tech Delivery team handling application development, web/platform work, and integration delivery.
- Manage sprint planning, backlog prioritization, and delivery cadence in coordination with the Platform Management Group’s intake process.
- Directly supervise team members including performance management, professional development, and workload allocation.
- Ensure production quality, code review discipline, and delivery accountability across the team’s mixed workload.
- Lead delivery of custom application development including Medicaid integrations, DOTS replacement, application portal work, and application decommissioning.
- Drive modernization of legacy applications off aging stacks (ColdFusion, legacy .NET) onto modern frameworks.
- Ensure application-level security, vulnerability remediation, and production bug burn-down.
- Coordinate with the Infrastructure & Cloud Operations group on Azure platform services consumed by the team.
- Oversee web application platform operations including the SCDOE website, Salesforce platform, and Power Platform administration.
- Manage integration delivery including MuleSoft/Anypoint work and data exchange implementations.
- Coordinate with vendor-managed platforms and external partners on integration continuity.
- Participate in the project review meeting and capacity planning with the Platform Management Group.
- Coordinate with the second Tech Delivery Team Lead on cross-team dependencies and workload balancing.
- Support the Program Director on technical strategy, hiring decisions, and organizational planning
Minimum And Additional Requirements

Preferred Qualifications
- Bachelor’s degree in Computer Science, Information Technology, or a related field, or equivalent combination of education and experience.
- Five (5) years of progressive experience in software engineering or application development, with at least two (2) years in a lead or supervisory capacity.
- Production experience with modern .NET or comparable modern web application stack.
- Experience managing delivery teams across mixed workloads (application development, web/platform, integration).
- Familiarity with Agile delivery practices, sprint planning, and backlog management.
- Strong written and verbal communication skills.
- Experience consuming Azure platform services (App Service, Azure SQL, Azure AD) as a delivery team rather than managing infrastructure directly.
- Familiarity with Salesforce platform, Power Platform, or MuleSoft/Anypoint integration.
- Experience in state government, K–12 education, or similarly regulated environments.
- Experience modernizing legacy applications (ColdFusion, legacy .NET, classic ASP) to modern frameworks.
- Familiarity with CI/CD tooling (GitLab, GitHub Actions, Azure DevOps).
