This position is located at the SC Department of Behavioral Health and Developmental Disabilities (DBHDD) - Office of Mental Health, Central Office, 400 Otarre Parkway Cayce, SC 29033.

As the Senior Accountant/Fiscal Analyst, under general supervision, you will perform all professional grant writing duties for the agency. and assist in managing in conjunction with financial staff in the Community Mental Health Block Grant as well as provide any and all subrecipient/contract monitoring on grant awards.

Responsibilities for the Senior Accountant/Fiscal Analyst:
  • Research and work with key agency personnel to write all grant abstracts and narratives needed for any federal and non-federal notice of awards relevant to our agency mission. Assist and collaborate with key agency personnel to write all grant proposals for the Community Mental Health Block Grant (MHBG).
  • Perform all administrative aspects of the Community Mental Health Block Grant. Gives guidance on allowable costs related to the grant and develop relationships with federal program officials and vendors/subrecipients under the MHBG. Prepare and submit all programmatic reporting, and work with Grants Administration staff on financial reporting. Work with upper management and Grants Administration for budget and allocation of grant award. Assist in serving as agency Iiaison during any project review and/or audit. Forecast agency annual budgets for MHBG and maintain monthly updates.
  • Perform all financial duties required for Subrecipient/Contractor Monitoring on federal grants to include but not limited to: compile, develop and maintain records of subrecipients contractors. conduct desk :reviews and work with programmatic staff for education and inform all Subrecipients/Contractors of all regulations and policies.
  • Serve as administrator for the GAC and GRC. Circulate all internal grant application packets for approval. Keep records and maintain pending folders. Perform weekly research and internet searches for potential grant possibilities that are within the scope of BHDD-OMH and relates that information to BHDD staff.
  • A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.
Additional Requirements
  • Occasional travel may be required. 
  • Overtime may be required.
  • Grant Writing experience or certificate preferred.
  • Bilingual abilities in English and Spanish (or another language) are a plus.
Post hire, employees must have: 
  • Excellent knowledge of grant proposal submission and application process. 
  • Ability to study and understand programs and funding requirements of the agency.
  • Strong research skills and knowledge of information sources. 
  • Experience with Grant Management, programmatically and financially. 
  • Knowledge of federal reporting systems. 
  • Strong multi-tasking, organizational and time management skills.

Salary : $52,100 - $65,000
