Job Duties:
- The Senior Accountant/Fiscal Analyst performs professional accounting duties related to state and federal financial reporting, fiscal analysis, and agency funds management. Assists in the reporting and funds management of a federal budget of approximately $410 million, including 32 federal grants of which seven (7) are considered major under the Single Audit Act. Performs other accounting, analysis, and reporting work, and assists county and regional management in finance-related matters.
- Prepares federal, state and internal financial reports relating to grants, ensuring compliance with grant guidelines and timelines. Gathers, analyzes, manipulates and reports financial data as required for internal and external reports including ad hoc reporting as needed.
- Participates in agency cash management activities to include daily monitoring and maintenance of federal and other funds cash balances, management of federal grant awards, and reconciliation to agency general ledger.
- Reconciles grant-related accounts, identifying discrepancies, and making necessary adjustments to maintain accurate financial records.
- Monitors grant budgets, and expenditures to ensure funds are utilized in accordance with federal regulations. Collaborates with program managers and other stakeholders to provide financial expertise and guidance. Works with HR/Payroll to keep grant funding streams current for agency employees.
- Performs quality assurance as a second approver by reviewing the 10% RMTS subsample and determines the validity of each response. Follow up with participants as needed to finalize responses.
- Serves as back up for the quarterly cost allocation process, ensuring cost allocation workbooks are accurate and cost allocation journal entry is completed accurately.
- Assists county and regional offices in monitoring and reconciling expenditures, identifying discrepancies, and making necessary adjustments ensuring accurate financial records.
- Assists with the preparation of the Schedule of Federal Financial Assistance and other audit schedules, documentation, and support for annual state and/or federal audits, specifically related to grants.
- Maintains internal controls and procedures for grant accounting to ensure compliance with generally accepted accounting principles (GAAP) and applicable laws and regulations. Develops and maintains a database of grant financial documentation for historical reference and compliance purposes.
- Performs other related duties as assigned.
