We Are Looking For Teammates Who Are

What You Will Do

As the Director of Employee & Taxpayer Education, you will lead the agency’s employee training and taxpayer education programs across all SCDOR statewide offices. You will oversee the agency’s training teams, establish training standards, and work with agency leadership to deliver consistent, high-quality learning programs that support employees, taxpayers, and the agency’s strategic goals.

Primary Job Duties Include

  • Directing the planning, development, delivery, and evaluation of employee training and taxpayer education programs that support the agency’s strategic goals
  • Developing the agency’s training strategy, establishing training standards, coordinating required training initiatives, and overseeing employee training records and reporting
  • Planning and directing major training programs, including tax law, tax systems, leadership development, customer service, process improvement, new employee orientation, professional development, and technology training
  • Collaborating with executive leadership, Human Resources, and other stakeholders to support leadership development, strategic workforce initiatives, and agency-wide training efforts
  • Directing the agency’s Security Awareness Program by partnering with the CISO to promote security best practices and ensure compliance with required training
  • Supervising, coaching, and developing the training team while leading continuous process improvements and supporting high-quality training delivery
  • Administering the agency’s Learning Management System (LMS), Training SharePoint site, and other training technologies in collaboration with IT and Security
  • Partnering with the Communications Division to promote training programs and developing performance metrics to measure training effectiveness

Minimum And Additional Requirements

  • A bachelor’s degree and relevant program management experience
  • Relevant experience or education may be substituted on a year-for-year basis with an approved equivalence by the Division of State Human Resources (DSHR)

Academic degrees must be from an accredited institution of higher learning.

Preferred Qualifications

  • A bachelor’s degree and six years of experience leading training, learning and development, or other workforce development programs, including at least two years supervising or managing staff
  • Knowledge of adult learning principles and instructional best practices
  • Knowledge of tax administration, tax law, or business operations
  • Experience assessing training needs and partnering with leaders to develop effective learning solutions
