Job Responsibilities
Under general supervision, the Coastal Stormwater Permit Coordinator II serves in the Coastal Stormwater Permitting Section of the Bureau of Water assisting with the implementation of the State Stormwater Management and Sediment Control Program in coastal counties using guidance from the National Pollutant Discharge Elimination System General Permit for Construction Stormwater Discharges (NPDES CGP), South Carolina Regulation 61-9, Water Pollution Control Permits, South Carolina Regulation 72-300, Stormwater Management and Sediment Reduction Regulations, and others.
Responsibilities:
- Provides mid-level advisory services to local governments, consultants, land developers, general public, and others regarding the permit submittal process and requirements for land disturbance permitting. Coordinates via email, phone, virtual platform, or in-person meeting. Helps determine applicable permitting requirements for full permitting submittals, permit modifications, and simplified submittals.
- Processes requests for permit coverage under the NPDES CGP for smaller sites and for moderately complex sites covered by MS4 area jurisdiction. Also processes requests for coverage under the NPDES CGP for Secondary Permittees for residential lots.
- Reviews stormwater submittals for small construction projects qualifying for an exemption or automatic permit coverage.
- Processes Notice of Terminations.
- Maintains organized and accurate permit files, ensuring all relevant information is in the file. Ensures the permitting database and required tracking spreadsheets are updated and maintained with current and complete information for all projects. Assists with permitting reporting as necessary.
- Works with Environmental Affairs Regional, Bureau of Water Compliance and Enforcement, and OCRM staff on issues or sites related to the stormwater program.
- Performs other relevant duties, as needed.
Minimum and Additional Requirements
- A master’s degree in the natural or physical sciences or related technical field
- A bachelor’s degree in the natural or physical sciences or a related scientific field and one (1) year of environmental health or related experience.
- OR an associate degree in the natural or physical sciences or related technical field and at least three (3) years of environmental health or related experience
- OR a high school diploma or GED and at least five (5) years of environmental health or related experience

Additional Requirements:
Employee must have a high degree of written and verbal skills and have ability to deal with people in professional environment and manner.Ability to work closely with local government agencies, professional engineering consultants, applicants, general public, & other internal/external customers as needed.
A valid SC Driver's License is required.
Employee must be a certified construction site inspector or be able to obtain the certification within one (1) year of starting employment.
Routine in-state travel, some out-of-state travel. Overnight travel may be required.
Field work and conducting site inspections are occasionally required.
Employee must be physically able to walk through uneven terrain and inclement weather.
Must have working knowledge of Microsoft Word and Microsoft Excel. Organization skills are a must.
Preferred Qualifications
- Work experience in the field of stormwater management and/or a regulatory environment.
