Job Responsibilities
This position is in Information Technology - Configuration Management Department located in Blythewood, South Carolina.
Responsibilities of the Business Analyst II
- Gathers, compiles, and synthesizes information for technology processes or systems. Makes recommendations for development or enhancement of existing systems. Analyzes business user needs to assess technical feasibility and solutions. Translates business requirements into functional specifications. Involved in the System Development Life Cycle to include designing, testing, implementing, maintaining and supporting software, testing, etc. Assists with development of technical designs, specifications, and options for technical solutions.
- Develops technical documentation (designs, specifications, processes, workflows) and communications. Assists with simulations or recreations of user problems to resolve operating difficulties and identify problems. Assists in creating and executing procedures that ensure that all systems, products and services meet agency standards and end-user requirements. Assists with analyzing current processes and procedures to create future configurations which lead to gains in efficiency and cost savings.
- Identifies test scenarios and their execution to ensure proper system operation and freedom from defects. Serves as a subject matter expert associated with content, processes and procedures.
- May lead a small team in analysis, design, testing, and implementation of information systems. Consults with clients and provides solutions for routine problems. Assists in the management of system development activities defined by an agency’s System Development Life Cycle.
- Ensures that all test hardware, software and output products utilized in the Information Technology testing processes are properly secured according to the agency security standards.
- Prepares user documentation including, but not limited to, manuals, IT processes and procedures.
- Performs other duties as required.
Minimum and Additional Requirements
A high school diploma and experience in computer system development and modification. A bachelor's degree in a related area may substitute for the required work experience.
Agency Requirements
Must complete a nationwide criminal background check to include fingerprint.
Additional Requirements
- Knowledge of the agency's mission, programs and objectives. Ability to Manage multiple tasks simultaneously. Extensive knowledge of SC Motor Vehicle laws, regulations, and SCDMV policies and procedures.
- Develop requirements, design, test and document new functionality or changes to existing systems
- Maintain and grow knowledge of SCDMV policies, procedures and SC Motor Vehicle laws.
- Coordinate resources to provide effective testing of software changes. Effective and proven written and oral communication skills to work with internal and external customers as well as end users and technicians.
- Receives general guidance from the DMV Configuration Manager. Employee will be expected to use independent judgement and decision-making ability based on in-depth knowledge of DMV policies/procedures and system functionality/design.
- Leads the creation and execution of test plans and creates and tests more technical and complex scenarios to ensure proper system operation.
Preferred Qualifications
Agency Preferred
A bachelor's degree or equivalent years’ experience in computer systems development and maintenance.
Experience in Client Server, MS Windows environment using MS Office tools.
Experience in quality assurance, requirements development and other system testing activities.
