The Oklahoma Department of Commerce is seeking a Director of Programs (Monitoring) position. This position is a full-time position in the state government. Oklahoma Department of Commerce offers a comprehensive benefits packet, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents. Typical Functions

  • Serve as Team Leader for the Program Monitoring Team in the Community Development Division.
  • Supervision of monitoring staff, primarily for the following programs: Community Services Block Grant (CSBG); Emergency Shelter Grant (ESG); Community Development Block Grant (CDBG), and state appropriated funds for Community Action. In addition, provide backup support to staff monitoring programs such as REAP, Weatherization, ARPA, PREP, and any other programs assigned to Community Development.
  • Review all applicable federal and state guidelines on the requirements for design and reporting for all programs assigned to the team.
  • Ensure all implementation, monitoring, oversight, and closeout deadlines are met for all programs assigned to the team.
  • Directly supervise, support, coach, and train the staff assigned.
  • Recommend improvements to ongoing policies and procedures.
  • Coordinate with the Planning Team(s) to ensure contractor compliance with statutory requirements and recommend the appropriateness of releasing funds.
  • Directly assist in developing and evaluating reporting systems to measure progress and outcomes of customers as a result of receiving funds.
  • Coordinate activities with the national associations and federal funding sources for all programs assigned to the team.
  • Must be able to travel 5-10% of the time.
  • Other duties as assigned.

  • This position will require a vision of the best ways to most effectively implement, oversee, monitor, and close out state and federally funded community development programs.
  • Understanding of team dynamics, motivation, and performance management.

  • Knowledge of conflict resolution techniques and best practices.

  • Considerable skill in project management while monitoring federal and state grant programs.

  • Strong communication skills (verbal, written, and active listening).
  • Knowledge of applicable federal and state laws and regulations relating to applicable programs.
  • Working knowledge of accounting principles for financial management.
  • Must be able to handle stressful situations with tact and diplomacy.
  • Adapt to changing priorities and lead others through change.
  • Skills in exercising good judgment, analyzing situations and making decisions, organizing and presenting facts; in establishing effective working relationships with others, and establishing and implementing program plans.
  • Must be willing to do whatever it takes to do the job accurately, including additional work hours.
  • Skills and experience in the technical aspects of computer software.

Education And Experience

A bachelor’s degree from an accredited college or university, preferably in Accounting, Public Administration, Community Planning, Sociology, or any related field, is required. Equivalent work experience will be considered.

The ideal candidate will have a strong interest and experience in federal block grants, HUD-funded programs, housing programs, energy efficiency, economic development, infrastructure management, or other related fields.

Six years of professional experience in at least one of the following areas: community services programs, community, economic development, or related programs is required. One year of supervisory experience is also required. Two to five years of supervisory experience are strongly preferred. An equivalent combination of education and related experience will be considered.
