Job Duties

This position is headquartered at Warrensville Developmental Center and will primarily work in Superintendent Region 6 (Cuyahoga, Lorain, Lake, Ashtabula, Geauga, Trumbull, Portage, Mahoning, Columbiana, Stark, Wayne, Ashland and Richland Counties). Frequent travel to providers in the northeastern part of Ohio and occasional travel throughout the entire state is required. Applicant must reside at a location that allows a reasonable response time to workplace reporting requirements.

  • Coordinate & review on a statewide basis, rehabilitation &/or habilitation programs for licensed facilities, providers certified under Home & Community-Based Service (HCBS) Waiver, providers certified as Supported Living Providers & accreditation reviews of County Boards of DD;

  • Monitors & implements standards to ensure compliance with federal & state regulations;

  • Conduct reviews in accordance with the department’s quality framework - includes on-site reviews of facilities, interviews with individuals, guardians, provider & county board staff, review of records, documentation & billing of services to identify areas where individuals achieve positive outcomes, where improvement of services is indicated & to ensure that licensed/certified providers & county boards maintain licensing/certification &/or accreditation standards in accordance with applicable federal & state statutes, administrative rules, regulations & procedures;

  • Prepares & coordinates responses to inquiries &/or complaints which may arise;

  • Develops & writes reports in accordance with office procedures;

  • Procure federal dollars prepares correspondence to document, explain & implement programs;

  • Evaluate delivery of services provided by County Boards of DD;

  • Advises providers & county boards on matters related to interpretation & implementation of applicable rules & regulations. Provides technical assistance to county board & providers on all aspects of compliance, quality assurance & accreditation;

  • Represents department in training sessions & conferences to exchange & communicate relevant information to improve licensure, certification & accreditation process. Performs other duties as assigned.


UNUSUAL WORKING CONDITIONS:

Requires travel throughout State of Ohio & may require overnight stay. Must be willing & able to secure a Driver License OR supply your own transportation.

Qualifications
Graduate degree in a human services area (i.e., rehabilitation counseling, special education, guidance & counseling, psychology, social work, child & family community services) as required by an accredited college or university

  • Or a graduate degree that leads to licensure as a licensed professional counselor by the Ohio Counselor & Social Worker Board.

  • Or completion of graduate degree in other related vocational rehabilitation areas (e.g., rehabilitation management/administration from an accredited college or university).

-OR-

Completion of graduate field of study in human services area (i.e., same examples as cited previously) as required by accredited college or university; 12 mos. exp. as Rehabilitation Program Specialist 1, 69731.

-OR-

4 yrs. exp. in private or governmental agency responsible for habilitative &/or rehabilitative programs development in developmental disabilities (i.e., working with individuals with developmental disabilities); bachelor’s degree in professional human services field (e.g., psychology, education, anthropology) in accordance with provisions of 42 CFR 483.430(b)(5)(x) & interpretive guidelines issued by centers for Medicaid & Medicare services.

Supplemental Information

1ST consideration will be given to current State of Ohio SEIU/District 1199 employees.

Hourly wage will be paid at step 1, unless otherwise specified by collective bargaining agreement or rules outlined in the ORC/OAC.

The final candidate selected for the position will be required to undergo a criminal background check. Rule 5123-2-02, “Background Investigations for Employment,” outlines disqualifying offenses that will preclude an applicant from being employed by the Department of Developmental Disabilities.
