Description of Work

This position provides professional evaluation and analytical support for public health programs funded by the Juul settlement, with a focus on reducing nicotine and e-cigarette use among youth and young adults in North Carolina. The Program Evaluator leads the development and implementation of evaluation designs, manages data collection and analysis, and ensures accountability through performance monitoring and reporting. The role supports data-informed decision-making by translating findings into actionable insights for program planning and policy development. It also involves contract oversight, budget monitoring, and technical assistance to local health departments. The position operates within the Chronic Disease and Injury Section, Tobacco Control and Prevention Unit.

Key Duties Include:
  • Lead the design and implementation of program evaluation strategies using both quantitative and qualitative methods.

  • Serve as Contract Administrator for the UNC TPEP evaluation contract, including scope development and deliverable tracking.

  • Collaborate with RTI to manage the ENDS Tracker database for monitoring tobacco product sales and advertising trends.

  • Oversee funding allocations and performance tracking for 10 local health departments receiving Juul Settlement funds.

  • Monitor contract deliverables and expenditures to ensure alignment with program goals and fiscal accountability.

  • Analyze data from surveillance systems to inform program planning, quality improvement, and policy development.

  • Maintain quarterly reporting systems and update performance indicators using Results-Based Accountability frameworks.

  • Develop and support data tools such as GIS maps, dashboards, and compliance monitoring systems.

  • Provide technical assistance and training to local health departments on evaluation methods and progress monitoring.

  • Support the development of training materials and resources to enhance evaluation and surveillance capacity at the state and local levels.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $58,613 - $102,574

Recruitment Range: $58,613 - $80,593

The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Demonstrated experience conducting statistical and qualitative data analysis using tools such as Excel, SAS, SPSS, or EpiInfo

  • Experience developing and maintaining performance monitoring systems, such as dashboards, GIS mapping tools, and Results-Based Accountability frameworks.

  • Documented experience with contract administration, such as oversight of project scopes, deliverables, and vendor performance in alignment with programmatic objectives.

  • Proven experience in monitoring budgets and expenditures, reconciling financial data, and ensuring compliance with funding requirements and fiscal policies.

Planner

Master’s degree in public or human service administration or a human services programmatic field, from an appropriately accredited institution, and two years of human service experience, one of which must have been in human service program planning

Bachelor’s degree from an appropriately accredited institution and four years of progressive administrative or consultative experience in a human service program, one of which must have been in human service program planning

OR

An equivalent combination of education and experience

Evaluator

Master's degree in the field of psychology, sociology, or social work from an appropriately accredited institution, and two years of experience in research and evaluation, using statistical methodologies in human service programs

OR

Bachelor’s degree in one of the above fields of study from an appropriately accredited institution, and four years of experience in research, evaluation, and statistical application in the human service field
