Description of Work
THIS IS AN ANTICPATED VACANCYThe Security Program Coordinator, also known as the Company Security Officer (CSO), is responsible for ensuring the implementation and compliance with all applicable federal maritime security regulations (33 CFR Subchapter H, parts 101-105) across all NCDOT Ferry terminals and vessels. The CSO plays a critical role in protecting the Ferry Division from terrorism and criminal activities and serves as the primary liaison with U.S. Coast Guard, Homeland Security agencies, local law enforcement, and emergency response offices statewide.
This position supervises a team of administrative assistants and requires a valid Transportation Worker Identification Credential (TWIC).
The CSO must have general knowledge, through training or equivalent job experience in the following:
- Security administration and organization
- Vessel, facility, and port operations relevant to this industry
- Vessel and facility security measures, including the meaning and the consequential requirements of the different Maritime Security (MARSEC) Levels
- Emergency preparedness and response and contingency planning
Key Responsibilities:
- Implement and enforce maritime security regulations (33 CFR Subchapter H, parts 101-105) for all ferry terminals and vessels operated by NCDOT.
- Conduct facility and vessel security assessments to identify vulnerabilities and potential threats.
- Develop, audit, amend, and submit security plans for approval to the U.S. Coast Guard.
- Coordinate and arrange for Coast Guard inspections under 46 CFR part 2.
- Ensure timely correction of deficiencies identified during audits or inspections.
- Maintain continuous communication with ferry facilities and vessels regarding potential threats and relevant security information.
- Enhance security awareness and vigilance throughout the Ferry Division by providing leadership and guidance.
- Train, certify, and designate Facility and Vessel Security Officers.
- Ensure all personnel receive appropriate security training relevant to their roles.
- Oversee the implementation of the Transportation Worker Identification Credential (TWIC) program within the Ferry Division.
- Serve as the liaison to local U.S. Coast Guard offices, Homeland Security departments, local law enforcement agencies, and county emergency response teams.
- Assist Facility and Vessel Security Officers in responding to actual transportation security incidents and security breaches.
- Supervise and provide direction to administrative assistants supporting security operations.

Salary Grade and Salary Range: NC10 $ 41,655 - $72,897

- Knowledge of relevant government legislation and regulations as pertains to security measures.
- Demonstrated ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures.
- Demonstrated ability to plan, assign, and supervise the work of subordinate positions.
- Demonstrated ability to establish and maintain effective working relationships with agency personnel, officials, and the general public.
