The Network Specialist for the North Carolina State Highway Patrol (NCSHP) is a highly technical and analytical position requiring an in-depth knowledge of Transmission Control Protocol/Internet Protocol (TCP/IP), Wide Area Networking (WAN) and Local Area Networking (LAN). This position reports to the Network Manager II and will supervise a team of Network Analysts that support network security, data integrity, and data network Continuity of Operations efforts for the NCSHP. The work location is Raleigh, NC (Wake County).

Job duties/responsibilities include the following:
  • Supporting the planning, design, engineering, installation, and troubleshooting of all North Carolina State Highway Patrol data communications offerings across the state. These offerings include both wired & wireless networks and will be delivered to SHP offices by way of copper wiring, fiber optics, and RF circuits.
  • Coordinating activities with direct managers, end-users of the State Highway Patrol data and voice networks, equipment vendors, telecommunications companies, and electrical contractors to design, install, and support both new and existing systems. 
  • Serving as an integral component of the Highway Patrol’s network support team.
  • Handling partial responsibility for the health and accessibility of the Highway Patrol’s statewide network: the quality and accessibility of this network is vital to SHP mission success. 
  • Interfacing with end-users and external carriers in order to diagnose and troubleshoot full data path issues from the network perimeter down to the endpoint.
  • Demonstrating comprehensive knowledge of modern networking methodologies encompassing a wide range of network management and troubleshooting software, routers, switches, VPN tunnels, and network cabling. 
  • Providing mission critical information and connectivity to law enforcement officers throughout NC while maintaining the integrity and security of criminal justice information and all associated systems.
  • Participating in long-term strategic planning for network expansion, systems integration and technology refreshes throughout the NCSHP IT Enterprise.
This position MAY be required to work nights and/or weekends in maintenance and/or outage situations. This position is also subject to emergency callback at any point during employment. Job duties for this position require driving a state vehicle. A valid driver’s license must be obtained by date of hire.

About the North Carolina State Highway Patrol - Technical Services Unit (TSU)
The mission of the North Carolina State Highway Patrol (NCSHP) is to safeguard and preserve the lives and property of the people in North Carolina. NCSHP's Technical Services Unit is responsible for: (1) Managing the operation of the State’s Voice Interoperability Plan for Emergency Responders (VIPER), (2) oversight of all five (5) Communications Centers located throughout the state to ensure 24/7 coverage of communication with Troopers, (3) Coordinating the all activities associated with the Patrol’s technical groups (CAD, Network, PC Support, Training, WEB, Mobile Data, Photo/Video), (4) Managing and tracking all IT equipment (including cell phones), and (5) Coordinating with other law enforcement agencies on CJIN (Criminal Justice Information Network).

DPS uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act with the most qualified individuals.

To qualify for this position, applicants must demonstrate ALL of the following KSAs:
  • Experience with Layer 3 Network design and architecture.
  • Experience with/knowledge of modern IT security concepts and methodologies.
Management Preferences (Optional): These skills are not required but managers may choose to interview/select applicants who demonstrate Management Preferences.
  • Experience with ExtremeCloud IQ (XIQ) - SiteEngine.
  • Experience with/knowledge of Extreme switches and security appliances.
  • Experience with Aruba wireless and VPN technologies.

Bachelor’s degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and two years of progressive experience in networking or a related field; 
 
or Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and three years of progressive experience in networking or a related field; 
 
or High School or General Educational Development (GED) diploma and six years of networking related experience;

or an equivalent combination of education and experience.
