Division 7 is seeking a motivated and detail oriented Assistant Division Survey Engineer to support the Division Survey Engineer in managing and advancing the Division's survey program. This role plays a critical part in ensuring accurate, standards compliant survey operations that directly support construction, utilities, project development, and Digital Delivery initiatives across the Division.

The Assistant Division Survey Engineer serves as a key technical resource and delegated approval authority for survey informed project deliverables, including staking plans, control networks, and 3D model based survey layouts and checks. This position assists with supervising survey crews, coordinating in house and consultant survey activities, and ensuring compliance with engineering principles, codes, and regulations. The role also provides continuity of leadership by serving as the primary point of contact for survey needs when the Division Survey Engineer is unavailable.

In addition, this position will support the Division's migration to OpenRoads Designer (ORD) and the adoption of 3D model centric design and construction methods, while administering the Division's drone program and implementing best practices in emerging survey technologies.

As the Assistant Division Survey Engineer, you will: Direct survey-supported engineering work on Division-managed projects, ensuring implementation aligns with design intent, standards, regulations, and applicable NCDOT requirements. Review, approve, or require revisions to survey-derived deliverables-including control networks, staking plans, baselines, field data, and 3D models-based on engineering principles and field conditions. Lead and supervise in-house and consultant survey crews performing drainage, slope staking, structure layout, curb and gutter, finish grades, ROW monumentation, and GPS/Trimble control surveys. Ensure proper field procedures, accurate data collection, and compliance with safety, documentation, and quality requirements. Process field data into usable engineering models and design-support deliverables in ORD/MicroStation. Conduct quality reviews and field audits of survey work; document findings; direct corrective actions; and exercise stop-work authority when work is inaccurate or noncompliant. Maintain audit-ready decision records, project files, and documentation to support compliance and lifecycle use of survey data. Plan and coordinate workloads, determine in-house versus consultant delivery, prepare time and cost estimates, and maintain communication with technicians, contractors, utility owners, and internal partners. Provide technical training in survey practices, ORD/CADD workflows, control network design, QA methods, and digital delivery requirements. Administer the Division's drone program by maintaining Part 107 licensure, performing flight operations, and processing datasets for volumetrics, progress/as-built documentation, and post-event assessments. Standardize drone data processing tools and workflows to support consistent and efficient project delivery. Research, evaluate, and implement emerging survey technologies and best practices that support Digital Delivery and model-centric design and construction workflows.

Knowledge Skills and Abilities/Management Preferences
Salary Grade and Salary Range: NC16 / $57,983 - $101,470
Management prefers applicants with the following:
  • Experience in reading and interpreting highway construction plans and contracts.

  • Experience in directing, assisting or training subordinate employees.

  • Experience administering contracts.

  • Knowledge of the principes and practices of Civil Engineering.

  • Knowledge and understanding of general concepts, practices, and theories used in construction, construction inspection, and/or construction surveying.

Minimum Education and Experience

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
