The Office of State Budget and Management (OSBM) is excited to announce that we are seeking Federal Funds Budget Analyst candidates for one of our Budget Development Sections.
This position requires strong analytical skills, a proactive approach to problem-solving, and the ability to communicate complex fiscal information clearly and effectively. The ideal candidate will be detail-oriented, collaborative while exhibiting a high level of independence and self-direction, and committed to supporting North Carolina’s fiscal resilience in the face of federal funding challenges.
About the Office of State Budget and Management
OSBM delivers high quality budget development and management services for state government. Overseeing the state’s budget process is at the heart of much of what we do. Yet OSBM is much more than budgets.
- Our team provides budget and policy analysis counsel to the Governor, state agencies, and state legislature.
- We analyze economic and demographic data to inform decisions and maintain a balanced budget.
- We provide state agencies with services to support stewardship of public resources and prudent decision-making. This includes tools to improve operational efficacy through data and evidence, such as strategic planning, performance management, and impact analysis.
- And we support agencies’ financial control structures such as grants management, internal audits, and the oversight committee for retired state employees' health benefits.
- Our office is also home to the state fraud hotline, where any citizen can report suspected misuse of public resources.
About the Position
The Federal Funds Budget Analyst plays a critical role in helping North Carolina plan for and respond to disruptions in federal funding. This position is responsible for tracking federal funding streams, identifying potential delays or reductions, and supporting state agencies in mitigating the impacts of these disruptions.
The position will work closely with Budget Development analysts and the Governor’s Policy Team to deliver timely, data-driven budget recommendations that consider the fiscal implications of federal funding reductions. To this end, the analyst will track and assess the status of federal funding streams, including paused, rescinded, or at-risk funding opportunities, and evaluate their potential impact on state programs and services. This work requires leading the continued development and refinement of the Federal Funding Disruptions Dashboard, bringing data management in-house to improve accessibility and accuracy, as this dashboard will serve as a key tool for decision-making and public transparency.
The analyst will also work closely with agency partners, budget analysts, and the Governor’s Policy Team to ensure a coordinated response to federal funding changes, providing technical assistance and strategic guidance to agencies navigating funding uncertainty, especially in the public health policy domain.

Knowledge, Skills and Abilities / Competencies
Management Preferences:
Demonstrated experience in public policy, budget development or public administration, preferably at a public health state or federal agency that manages multiple federal funding sources.
- Strong analytical skills with the ability to research, interpret, and synthesize complex financial and policy data into actionable insights and recommendations.
- Working knowledge of federal funding processes, as well as state budget and legislative procedures.
- Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook) and familiarity with data visualization tools such as Power BI or Tableau.
- Strong interpersonal skills with a track record of building collaborative relationships across state agencies and stakeholder groups.
Minimum Education and Experience Requirements

Bachelor's degree in business administration, public administration, public policy or related field from an accredited institution and four (4) years of experience preferably in governmental accounting or budgeting, including one (1) year in advanced and responsible analysts or administrative capacity or an equivalent combination of education and experience.
