Description of Work

Title IV, Part D of the Social Security Act, the Child Support Services Section within the Division of Social Services establishes administrative procedures and financial accountability for core services: 1) Location of the Non-Custodial Parent; 2) Establishment of Paternity; 3) Establishment of Support Obligation; 4) Collection of Support Payments; and 5) Enforcement of Support Obligation. There are four units of organization in the Central Office and the NIVD position is located within the Tax/NIVD/FIDM Unit. Non-IV-D position is critical for ensuring that funds are distributed correctly for Non-IV-D cases, which involve the orders maintained by the Clerk of Court within each county. Great attention to detail is a must as errors may cause undistributed or erroneous distribution of funds. Duties include researching and entering cases into the Automated Collection and Tracking System, a complex computer program used to maintain NC Child Support cases and track payments made from a payer to a payee. Other functions entail the financial maintenance of accounts and resolution of distribution issues to prevent erroneous child support payments. This position must regularly review reports to properly have payments disbursed to Custodial Parents, who are caring for minor children. When necessary, this person must back up Financial Data Match Unit. All functions, duties, and responsibilities are guided by proper understanding of complex, intricate program policies and procedures in addition to state and federal legislation.

This position’s functions include:

  • Processes referrals from the Administrative Office of the Courts interface, building the case accurately and ensure no duplicate information.
  • Process Undistributed Non-IV-D report by prorating payments for both IV-D and Non-IVD cases. Prepare adjustment for undistributed and misapplied payments.
  • Respond to telephone calls from the Clerks of Court, local child support offices and the DHHS Customer Service Call Center. Research and process system wordlist in the Automated Collection and Tracking System and update participants addresses. Process mail and prepare income withholdings to the Clerk of Courts weekly. Update the Clerk of Courts of any outstanding issues and changes.
  • Position serves as back up to the Financial Data Match Unit, processing reports and liens on institution accounts.
  • Position serves as back up to the Tax, Bankruptcy, PLMR units, processing duties as needed.

Salary Range: $41,206 - $72,113

Recruitment Range: $41,206 - $45,365
