OPWDD's Division of Data Strategy and Technology Management (DSTM) is seeking a dynamic and experienced leader to serve as Director of its newly established Performance Metrics Team within the Bureau of Population Health. This pivotal leadership role involves supervising two Research Scientists and is responsible for the development, testing, maintenance, and dissemination of a comprehensive set of performance metrics. A significant aspect of this role is to create new performance measures specifically focused on the Intellectual and Developmental Disability (IDD) population, addressing a critical gap in existing healthcare quality indicators. This position will also work collaboratively within the Bureau on other key missions.
Key Responsibilities:

· Team Leadership: Supervise and mentor two Research Scientists, fostering a collaborative and high-performing environment focused on metric development and analysis.

· Performance Metric Development: Lead the creation, testing, and validation of a comprehensive suite of performance metrics, with a specific emphasis on developing novel measures for the IDD population.

· Research and Analysis: Conduct thorough research, literature reviews, and advanced data analysis to ensure all performance metrics are statistically valid, actionable, and trendable.

· Data Governance Integration: Collaborate with other teams within the Division to ensure performance metrics align with broader data governance principles and standards.

· Dissemination and Communication: Effectively communicate the development, results, and implications of performance metrics to various stakeholders across OPWDD through regular meetings, presentations, and other communication channels.

· Quality Improvement: Drive the use of performance metrics to inform data-driven decision-making, ultimately leading to improvements in the quality of care and services for individuals with IDD.

· Process Formalization and Documentation: Formalize data-related processes and workflows within the Performance Metrics Team, ensuring consistency and efficiency in metric development and maintenance. Create documentation of performance metrics including specifications and code libraries.

Qualifications:

Bachelor's degree and five years of professional research experience in an appropriate field (public health, epidemiology, medicine, program evaluation, statistics, biostatistics, psychology, sociology, social science, economics, information science, or a related area).

Substitutions: Master's degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of experience.

Preferred Qualifications:

· Proven experience in leading and managing analytical or performance metrics or program evaluation teams.

· Demonstrated ability to collaborate effectively with diverse stakeholders across different divisions.

· Strong understanding of data analysis and reporting principles.

· Excellent communication, presentation, and interpersonal skills.

· Experience with statistical software packages such as SAS, R, and/or SQL (SAS experience preferred).

· Experience analyzing, extracting, merging, and linking large health care datasets, with a preference for experience with Medicaid data.

· Knowledge of statistical methods and their application for predictive analytics.

· Strong project management skills.

· Familiarity with national healthcare quality indicators.
