The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Regional Director position carries unique and specialized responsibilities that are essential to maintaining statewide consistency and regulatory integrity within the Bureau of Program Certification (BPC). This role ensures uniform survey practices, consistent statement of deficiencies, and accurate interpretation of regulations across all regions. The Regional Director will identify trends and best practices through inter-rater reviews, develop and deliver both in-person and virtual training for new staff, provide support and oversight between field office staff and the Division of Quality Improvement (DQI) leadership. and assist Area Office Directors with targeted retraining and performance improvement plans for staff requiring additional support. This position provides oversight of Life Safety Code surveys conducted by the Office of Fire Prevention and Control (OFPC) and manages Intermediate Care Facility (ICF) operations in collaboration with the Department of Health (DOH) which includes pre-opening processes, relocations, recertifications, program closures, and capacity modifications. The Regional Director will also be accountable that Person-Centered Review (PCR) protocols are implemented consistently statewide, reinforcing OPWDD's commitment to high-quality, person-centered service delivery and regulatory compliance. Also, this position will participate and lead multiple committees, present at various in-service training venues including regularly scheduled statewide provider trainings, facilitate meetings with agency Boards of Directors and assist in the overall management of the BPC including coordination of workload generated by new program development and initiatives. **Telecommuting and office location to be discussed at time of interview. The minimum qualifications required for this vacancy. Minimum Qualifications There is currently no Civil Service eligible list for this title. Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. Provisional: In the event that there is not a valid eligible list for this title in this location, candidates who meet the following qualifications may be qualified for a provisional appointment. To qualify, candidates must have had one year of permanent service in a New York State administrative, fiscal, or programmatic title allocated to SG 29/M-3 OR two years of permanent service in an administrative, fiscal, or programmatic title allocated to SG 27/M-2. OR A bachelor's degree and seven years of experience in the delivery of services to individuals with intellectual and/or developmental disabilities. Two years of this experience must have been at a managerial level. If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title, and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.
